RECRUITMENT: (OPEN) The State Highway Administration Office of Highway Development (Baltimore City) is recruiting for a Transportation Design Engineer IV position. This position is open to anyone who meets the minimum and selective qualifications* listed below. This is a position specific recruitment. NATURE OF WORK: This is a senior level, project manager position within the Office of Highway Development's Highway Design Division. The main purpose of this position is to function as a licensed professional engineer, Project Design Engineer, Lead Worker, and Project Manager for transportation projects ranging in complexity from small intersection projects to large interchange and corridor projects. Specific duties include, but are not limited to: Geometric and Maintenance of Traffic (MOT) design of roadway and roadway related projects; the preparation and review of contract documents for advertisement including interpreting and administering the Administration's policies and procedures; development and review of cost estimates; developing and maintaining design schedules; coordinating with Federal, State and local agencies; and representing SHA at meetings with community groups and the general public.


Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment.

*SELECTIVE QUALIFICATION: Two years experience in the design and/or management of highway design projects.

1. Registration requirements are established under Title 14, Business Occupations and Professions Article of the Annotated Code of Maryland.

2. Employees of the Maryland Department of Transportation assigned to especially sensitive locations or facilities may be required to obtain and maintain a special security badge.

PREFERRED QUALIFICATIONS: The ideal candidate should be able to perform and review roadway design calculations, such as: horizontal and vertical geometry; superelevation; roadside grading and earthwork calculations; traffic barrier type and placement; sidewalk and bicycle facility design; MOT; and right of way impacts. Proficiency to perform Project Management activities, such as: developing and maintaining project schedules; developing and maintaining project budgets; developing and maintaining project scope; preparing milestone reports; coordinating and running team meetings; coordinating with other SHA support divisions and offices, Federal, State, and Local agencies; and preparing correspondence. Proficient in preparation and review of Cost Estimates. Working knowledge of design guidelines and standards such as AASHTO, MUTCD, and the Roadside Design Guide. Proficient in the use of Microstation and InRoads design software. General knowledge of the Plans, Specifications and Estimate (PS&E) process and preparing contract documents necessary for advertising, bidding and post advertisement activities such as Addenda and Redline revisions. Excellent written and verbal communication and interpersonal skills.

LICENSES, REGISTRATIONS AND CERTIFICATES: An applicant's current license as a Professional Engineer in a state with comparable requirements acceptable to the Maryland State Board for Professional Engineers, in the appropriate option for which application is made, will be accepted but the applicant must obtain a Maryland license within twelve (12) months of appointment. Evidence of out of state registration must be presented at time of appointment. Employees in this classification may be assigned duties which require the operation of a motor vehicle.
SPECIAL REQUIREMENTS: Possession of a motor vehicle license, valid in the State of Maryland with less than four (4) points.
