Transportation Engineer V (2706) (SP# 13-60-07)

RECRUITMENT: (OPEN) The State Highway Administration Office of Highway Development-Plats and Surveys Division (Baltimore City) is recruiting for a Transportation Engineer V position. This position is open to anyone who meets the minimum and selective qualifications* listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy, and may be used to fill future vacancies in this classification in Office of Highway Development-Plats and Surveys Division (Baltimore City).

NATURE OF WORK: The purpose of this position is to supervise, manage and perform the tasks necessary in the production of all manner of Plats as required by various Agencies within SHA, and other MDOT modals. This position will supervise, manage and coordinate Plat Teams that produce said Plats, as well as write, and supervise the writing of, metes and bounds descriptions. This position will be responsible for signing and sealing Plats and descriptions developed under their direct supervision by Plat Teams in the Plats and Surveys Division. This position also supervises, manages, advises and coordinates with Private Engineering and Surveying Consultants and other SHA Divisional Team Members who perform the same work. The tasks they then perform are reviewed and approved by this position to provide a consistent, quality finished product to the customers of SHA. This position reviews consultant cost proposals and approves consultant invoices as they are submitted. This position produces cost estimates and timeline estimates for projects produced within SHA which are also used as a tool to review consultant cost proposals. This position is of a senior level and has supervisory duties, management duties, production duties, professional knowledge and experience and works with minimal guidance to complete those duties. This position reports directly to the Assistant Division Chief and the Division Chief regarding the status of all assigned projects. This position makes recommendations to the Chiefs' about ways to improve and streamline the functions within the Division and interactions with other Divisions. This position will assure a consistent, quality product is completed and delivered in a timely fashion. This position requires registration as a Property Line Surveyor or as a Professional Land Surveyor in the State of Maryland. This regulation is specified in the Annotated Code of Maryland Real Property Article 3-108.

MINIMUM QUALIFICATIONS:

EDUCATION: Possession of a bachelor's degree in engineering from an accredited college or university.
EXPERIENCE: Five years experience in professional engineering.

*SELECTIVE QUALIFICATION: Two and one half years of experience must have been in Plat preparation or the supervision of preparation of plats and performing boundary determinations. One year of this experience must include managing a team(s) of survey/plat technicians. You must be currently registered as a Property Line Surveyor or a Professional Land Surveyor in the State of Maryland.

*A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill or ability).

NOTES:
1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

2. Possession of a Master's Degree in engineering may be substituted for one year of the required experience.

3. Persons currently registered as Professional Engineers in the State of Maryland, or in a State with comparable requirements, are considered to have met the education requirements.

PREFERRED QUALIFICATIONS: The ideal candidate with have knowledge of algebra, geometry & trigonometry & its application as it relates to computing boundary determinations, new right of way lines & baselines of right of way; re-establishing existing baselines & rights of way; developing Plats and work maps. Experience in completing title research to prepare deed mosaics and determine junior. and senior. rights. Experience in researching and interpreting files, field books, plats, plans, construction drawings, title reports & descriptions. Knowledge of the operation of survey field equipment; skill in utilizing survey software, coordinate geometry programs & Microsoft Office programs; the ability to communicate effectively, both verbally & written; establish & maintain effective & productive working relationships with fellow employees, consultants, and the public.

LICENSES, REGISTRATIONS AND CERTIFICATES: Applicant must possess a current Maryland Property Line Surveyor or a Maryland Professional Land Surveyor's license and be in good standing with the Board of Professional Surveyors.

SPECIAL REQUIREMENTS: Possession of a motor vehicle operator's license, valid in the state of Maryland, with less than four (4) points. This position is located in the Baltimore City Office and will oversee operations of employees, consultants and projects statewide. This may require overnight travel and or extended work hours by the incumbent subject to SHA and Plats & Surveys Policies and Procedures to oversee and or manage resources and or projects. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
