Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations on Public Private Partnership Projects (PPP). Serves as Deputy Project Manager for PPP projects. Work location may also be the US 77 Project Office located at the Corpus Christi District Headquarters. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Extensive travel required.
Education and Experience
Must be licensed by the State of Texas as a professional engineer. (Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the Texas Engineering Practices Act, (2) obtain a professional engineering license from the Texas Board of Professional Engineers within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.) Must have six (6) years progressively responsible experience in transportation engineering, acquired either before or after licensing as a professional engineer. Graduate-level engineering education may be substituted for engineering experience on a year per year basis. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)

Provides planning and engineering support for Strategic Projects Office in project development and Public Private Partnerships (PPP) procurement.
Oversees the procurement of PPP projects and development of PPP documents and specifications.
Oversees and directs procedural improvements in all areas of the PPP procurement program, including administration procedures, project management and contracting methodologies.
Develops methods to assist in promoting and prioritizing potential PPP projects.
Develops and reviews engineering related documents, correspondence, reports and remediation plans.
Assists Project Managers to establish realistic and achievable schedule baselines for advanced and highly complex projects.
Analyzes and assists in resolution of contract disputes.
Serves as a project manager overseeing consultants performing advanced and complex engineering work; and oversees construction and audit records.
Leads professional, technical and clerical personnel engaged in engineering and planning.
Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.

CONDITIONS OF EMPLOYMENT
Driver 's record check will be conducted by the Department. Satisfactory driving records are required for driving state or personal vehicles and motor driven equipment to conduct agency business.
Must attend work regularly and observe approved work hours.
External final applicants for any department position who could potentially be required to drive for the department must pass a drug test prior to employment and will be subject to reasonable cause testing during employment.
External final male applicants who are 18-25 years of age will be required to furnish proof of registration or exemption from registration with the Selective Service System.
Successful completion of a post-offer/pre-employment physical exam at the employer's expense is required.
