Provides technical expertise and coordination for transportation programs involving maintenance of highways and facilities in accordance with Department standards. Assists with project planning and oversight and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Education and Experience
Bachelor's degreeplus five (5) years progressively responsible technical engineering experience in administering and coordinating complex transportation design, construction, or maintenance projects. Additional technical engineering experience in administering or coordinating complex transportation design, construction, or maintenance projects may be substituted for education on a year per year basis. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)

Provides technical expertise and coordination for maintenance operations including prioritizing projects, monitoring correspondence and writing memorandums and reports.
Inspects current projects for proper use of personnel, equipment and materials, traffic control and quality of work completed.
Coordinates programs and projects to enhance efficiency and streamline operations.
Assists in planning, developing , administering and monitoring district maintenance contracts and service agreements.
Monitors the design and execution of state-funded rehabilitation and preventive maintenance projects
Inspects roadways and evaluates road conditions.
Travels to districts and maintenance offices to perform site visits and monitor maintenance programs.

CONDITIONS OF EMPLOYMENT
Must pass a drug test prior to employment for commercial driver, safety sensitive and vessel crewmember positions. Commercial drivers, safety sensitive employees and vessel crewmembers will be subject to additional drug and alcohol testing during employment.
Required to wear personal protective equipment provided by employer and comply with all safety requirements.
Driver 's record check will be conducted by the Department. Satisfactory driving records are required for driving state or personal vehicles and motor driven equipment to conduct agency business.
Must attend work regularly and observe approved work hours.
External final applicants for any department position who could potentially be required to drive for the department must pass a drug test prior to employment and will be subject to reasonable cause testing during employment.
External final male applicants who are 18-25 years of age will be required to furnish proof of registration or exemption from registration with the Selective Service System.
Successful completion of a post-offer/pre-employment physical exam at the employer's expense is required.
If hired, employee must provide document(s) within three(3) days of hire date that establish identity and employment eligibility. A complete list of acceptable documents is on file with the local Texas Workforce Commission office.
