PRIMARY PURPOSE:
To serve as Program Manager of the Quality Assurance Evaluation (QAE) program, to be the approval point for Performance Requirements Summary (PRS) in accordance with the Performance Plan, AFMAN 64-108 and the Performance Work Statement (PWS) and to create, modify and implement Statement of Work (SOW) and perform monitoring in support of contracts in the Vehicle Management Flight and Vehicle Operations Flight.

Major Duties

·

Manages the Quality Assurance Evaluation (QAE) Program and directs other Quality Assurance Personnel (QAP) in the inspection of services and quality assurance for the

Vehicle Management and Vehicle Operations Flight.

·

Performs within a comprehensive Performance Plan to assure the appropriate services are delivered in accordance with the contractual agreement.

·

Evaluates new or proposed contracts.

·

Attends Performance Evaluation meetings as requested to assist in discussing and answering inquired from contract personnel and CO ensuring the best service.

·

Performs and maintains required documentation.

·

Performs other related duties as assigned.

SPECIALIZED EXPERIENCE:
At least one (1) year of specialized experience at the next lower grade (GS-09) or equivalent.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of contract quality assurance theories, principles, practices and techniques.

·

Knowledge of and ability to interpret and apply published directives pertaining to quality assurance program, performance work statements, surveillance plans award fee programs, and checklists used in monitoring and evaluating contractor’s performance.

·

Knowledge of transportation policies, programs, procedures and functions to evaluate contractor performance.

·

Knowledge of automotive practices, automotive mechanical/hydraulic/electronic principles to evaluates contractor performance.

·

Knowledge of the operations, products, service, needs and goals of the program(s) and the organization(s) served, and related customers, functions, resources and users.

·

Ability to communicate orally and in writing and maintain good working relationships.

·

Ability to plan and organize work.

:

Credit will be given for appropriate unpaid and or part-time work.
