The Administrative Office of the Courts (NCAOC) seeks a qualified candidate to serve as the Unified Communications (UC) Architecture and Design (AD) Manager. This position is responsible for the leadership, management and development of a team of approximately five (5) members plus contractors supporting the complete lifecycle of the Judicial Branch enterprise voice, network, and associated services.

The UCAD Manager will oversee the development and implementation of new technologies. Oversight will be required for each phase of project development and implementation to include research, design, testing, documentation, training, and roll-out. The person in this position will ensure the continual availability of the state-wide enterprise voice and data networks while also maintaining service quality through effective use of team resources, vendor services and deployed hardware and software. Oversight of billing and budgetary recommendations is also a responsibility of this position. The UCAD Manager will write, update, communicate, and ensure adherence to all policies, procedures, and standards adopted by the UC team and the NCAOC.

The successful candidate is expected to be competent in numerous areas of technology using existing knowledge and skills as well as utilizing all available resources such as books, articles, and leveraging vendor relationships. This position will be responsible for continual reporting on all aspects of service, project and task status. At times this will include writing and presenting to executive management recommendations for network issue resolution, technological and architectural changes, and process and procedure improvements.

Knowledge, Skills and Abilities / Competencies:
Knowledge of: project management including but not limited to, project scope definition, value assessment, resource planning, requirements gathering, design specifications, implementation, testing, and training.

Skilled in: written and verbal communication; analytical problem-solving; and interpersonal communication. The successful candidate will have a strong understanding of and be skilled in various technologies to include TCP/IP, routing, switching, dynamic routing protocols, VoIP, VLAN, IPSEC, H.323/264, firewalls, Metro Ethernet, Frame-Relay, DSL, DWDM, caching / content filtering, antivirus programs, DNS, DHCP, and others.

Ability to: demonstrate strong leadership, managerial, and organizational capability; work toward and meet project milestones and deadlines; work independently and with teams; and to work from the input of other groups to create the functional and architectural requirements of policy, procedures, and standards.

Minimum Education and Experience Requirements:
Completion of a bachelor's degree in computer science, computer information systems, networking, or other technical area and five years of related experience; or an equivalent combination of education and experience.

Preference will be given to candidates with 4-6 years of relevant experience in management of teams responsible for data networks, voice networks and network services in a enterprise environment ( >5K users); at least 2 years of experience in developing complex projects across all phases of the project life cycle; and at least 1 year of experience in IT research methods and practices.
