Our Regulatory and Department has a consulting/temporary assignment for an experienced Utility Analyst to primarily perform highly responsible professional work in researching, investigating, developing recommendations, reporting and testifying on proper utility policies, rates, economics and strategic planning. In this role, you will report to the Director & Head of Regulatory, Government and Community Affairs and will be accountable for preparing and submitting timely and accurate Regulatory Reports as required by NH Public Utilities Commission and FERC Rules, Orders and Statutes and prepare monthly and quarterly closing reports, achieved rates of returns, tariffs and underlying data for routine filings using information from other divisions of the company.
Additional responsibilities include:
Achieve regulatory objectives by gathering pertinent information; identifying and evaluating options.
Prepares, submits, summarizes, defends and supports testimony and exhibits on various regulatory filings, under oath during cross examination. Appears as expert witness on financial, accounting, economic, engineering (or technical) matters.
Formulates arguments in support of and calculates adjustments to the revenue requirements in the company’s filing; forecasts data for future test years; advises other witnesses about data in company exhibits and formulation of adjustments
Analyzes market conditions and industry trends and makes recommendations on appropriate rate structure or service changes. Maintains and updates tariff pages and compliance filing management system
Maintains continuous and important contact with Federal and State regulators and their representatives, consumers and special interest groups in the research of information on which the company bases policy, rates and strategic plans.
Bachelor’s degree with major study in the field of business, mathematics, finance, economics or engineering required. Advanced degree a plus. Five years experience in the analysis, regulation or management of public or private corporations preferred. Two years with rate analysis and knowledge of regulated utility or public utilities regulatory commission desired. Knowledge of engineering, economics and/or financial principles and practices in the field of public utilities.
Each additional year of approved formal education may be substituted for one year of required work experience.
Strong PC skills with the application of Microsoft Office (Word, Excel) with the ability to prepare reports and/or exhibits in the development of investigations and analysis required.
Knowledge of the laws and regulations pertaining to the operation and regulation of NH public utilities desired and of engineering, economics and/or financial principles and practices in the field of public utilities with a strong understanding of accounting and engineering factors involved in rate structure determination desired.
Ability to investigate and analyze difficult technical and public relations problems required.
Effectively establish and maintain effective working relationships with state and local officials, utility representatives and the public.
Valid driver’s license required.
