The Virginia Department of Behavioral Health and Developmental Services (DBHDS) is seeking an accomplished professional to effectively lead the Virginia Center for Behavioral Rehabilitation (VCBR). VCBR is a secure residential treatment facility dedicated to the effective treatment of civilly committed sexually violent predators. The program is located in Nottoway County. VCBR is committed to changing the lives of the individuals we serve through a comprehensive psycho-social treatment program that reduces the risk of reoffending to the lowest level possible. VCBR is within a short driving distance to the Richmond and Washington metro areas, the mountains of the Shenandoah, and numerous beaches on the Chesapeake Bay and Atlantic Ocean. The area enjoys mild climate and provides for a variety of cultural, historic, sports, and recreational venues.
Purpose of Position: The major function of this position is to create an environment that enables the individuals receiving services to achieve the best outcomes in recovery, and that fosters collaboration among all facility stakeholders including persons served, their families, staff, and advocates. Responsibilities primarily include the provision of quality treatment programs which promote recovery and positive outcomes; provision of safety and security for staff, individuals, and the public; and provision of community consultation/liaison services to promote continuity of quality care for the individuals being served. Leadership of quality improvement and management programs; human resources management including competency-based clinical and professional training; general administration including financial management related to budget development and monitoring, planning, policy development, management of physical plant; interagency coordination of services and activities, oversight of complaint resolution processes for individuals, and research and evaluation administration. The incumbent will work efficiently and effectively with appropriate community and governmental agencies.
Demonstrated knowledge, skills, and abilities to: lead a comprehensive and secure behavioral health/sex offender treatment facility, with an emphasis on sexually violent offender knowledge and treatment; lead the administrative and business operations of a complex facility; effectively lead human resources programs, financial operations and strategic and operational planning; direct the work of inter-disciplinary teams of behavioral health/sex offender treatment professionals and administrative staff; and effectively communicate with individuals, their families, all levels of facility staff and the public. Knowledge of clinical and professional practices and advances in treatment approaches for sexually violent offenders; and of federal and state legislation that impacts programs and services. Experience operating a publicly funded behavioral health facility/institution. Progressive leadership experience in the management and administration of a behavioral health organization is required.
An advanced degree in human services, business/public/hospital administration is preferred.
