Job Posting Summary

This position is a Vice President and the Chief Financial Officer (CFO) of the University of Alaska.
The CFO reports directly to the university president. The CFO is responsible for the university system's sound fiscal operation. The CFO oversees budgets, revenues, expenditures, contracts, procurement, business services, financial investments, audit ratings, debt administration, physical asset accountability and staff benefits. The CFO oversees development and funding of operating and capital budgets and strategic initiatives, ensuring financial viability, developing strategic financial analyses and advice, ensuring the solid integrity of all financial operations. The CFO provides financial advice and counsel to the Board of Regents, the UA President, and other university administrators. The CFO must be a leader in the field, capable of managing a team of financial experts and staff. The CFO must work effectively with other Vice Presidents as a team member in accomplishing the University's mission.

Knowledge, skills and abilities required for this position.

The CFO's key responsibilities include the following:
  • Manage the accounting and financial affairs of the university in accordance with federal and state statutes and regulations, Regents' Policy and appropriate regulations.
  • Oversee the maintenance of a system of procedures and accounting which provides for a perpetual inventory of all permanent real and personal property, effective controls over all funds received or receivable and other assets, and a complete record of all receipts, disbursements and all other business transactions in conformity with generally accepted accounting principles and practices;
  • Maintain all records required by law, contract or other agreement; develop financial statements and reports prepared in accordance with governmental, financial and other applicable accounting standards;
  • Oversee a program providing timely external and internal audits of the university's financial statements, records, receipts, and disbursements;
  • Oversee the administration of such operating and capital budgets required by the State of Alaska and sound institutional practices;
  • Develop long-term financial recommendations which provide for system-wide financial stability and are responsive to future university needs;
  • Direct the development of policies, regulations, and plans for approval of the university president and Board of Regents. Issue and/or update authoritative procedures, directives and manuals required to meet the responsibilities of the position;
  • Oversee debt financing strategies and oversee management of all university debt in accordance with federal and state statutes, regulations and Regents' Policy;
  • Be accountable for timely advice regarding the withholding or limiting of procurement, hiring, disbursement or receipt authority for purposes of maintaining fiscal control;
  • Recommend the establishment of auxiliary service enterprises and monitor and report on the financial performance of these operations;
  • Supervise and develop direct management reports and be responsible for their annual reporting and professional development.
Typical education or training required for this position (including licenses).

The CFO should bring a minimum of ten years of executive experience including experience as a Chief Financial Officer or second-in-command to the CFO. The CFO should possess leadership and management skills, knowledge, and experience to oversee information systems, organizational process design, finance, stakeholder relationship management and efficiency improvement processes. In addition to a strong accounting background, a CPA and an advanced degree are preferred. This position is located in Fairbanks, Alaska.
