Develop and implement long term strategies and oversee short term solutions for reducing accident producing risks associated with all modes of land transportation including strategies for safe and environmentally responsible operation of the entire UVL network. Direct field personnel and interface with operating personnel to implement the strategies to address specific business and customer needs as it relates to HSE.
Roles & Responsibilities:
• Design, develop, update and implement a safety and environmental responsibility strategy that is achievable and measurable in elevating the overall effectiveness of a safety and environmental responsibility program within the organization. Establish “standards of excellence” for the industry, while remaining consistent with the Company’s goals and objectives from a business perspective.
• Institute best practices (e.g. benchmarking, ‘behavior based’ safety) that can be embraced by the organization at all levels and work closely with terminal, regional supervisory and field safety personnel to ensure the effective implementation and acceptance of such. Provide the leadership and motivation to the safety function that will ensure its universal acceptance across the network in becoming embedded in the culture of the Company.
• Regularly audit progress towards successful implementation and effectiveness of programs. Monitor the success of these programs from both a macro and micro perspective. Ensure that the newly established policies and procedures are achieving the desired results from a company-wide perspective, and then focus specifically on working with all operations to ensure that they attain minimum acceptable Company standards.
• Oversee the development, maintenance, and revision of safety standards and operational controls related to land transportation safety, including selection, monitoring and auditing of transportation contractors.
• Ensure compliance with transportation regulatory and recordkeeping obligations, including matters relating to driver logs, qualification files, vehicle reports and tax/mileage reporting. Coordinate with other functions within the Company as necessary to fulfill compliance requirements.
• Manage audits and compliance reviews when conducted by government agencies and customers and conduct reviews of 3rd parties performing services for the Company.
• Ensure appropriate safety standards for driver training are in place; including; minimum course content and course recurrence frequency, trainer qualification, 3rd party course approval protocol and standards, etc. Develop transportation performance improvement plans based on periodic review, trending and analysis of incidents and their causes. Assist regions in developing improvement plans to address causal factors associated with incidents.
• Develop implementation strategies to deliver maximum value from the In-Vehicle Monitoring System (IVMS) program.
• Provide direction and subject matter expertise to fleet and network development in developing enterprise guidelines for minimum safety specifications for vehicles. Proactively assist regions in developing vehicle specifications to satisfy specific business needs
• Develop strategies for monitoring and improving driving behaviors, including behavior based observations
• Ensure Incident Investigation/Review findings are monitored and provide feedback to Operations regarding improvement opportunities. Ensure lessons learned from Incident Reviews are communicated appropriately across the organization.
• Keep abreast of all legislation and compliance issues related to federal, state, and local authorities and ensure our policies, procedures and training are up to date and in compliance.
• Ensure all required reports and documentation are compiled and submitted to the appropriate agencies and government regulators.
• Assist sales and marketing with the development of marketing materials and talking points to promote the Company’s safety and environmental responsibility programs to customers, industry groups and government agencies. Participate in customer meetings and otherwise be responsive to customer inquiries as needed.
• Represent the Company at appropriate community or industry groups, associations or boards as required.
Qualifications/Experience:
• Up-to-date and knowledgeable of leading, evolving trends and practices including benchmarking, behavioral-based safety practices, etc.
• Preferably has exposure to oil and gas exploration and production service operations.
• Familiar with the various federal and state legislation, standards, regulations, etc., on safety and environmental responsibility across the country, including those affecting the trucking industry.
• Experience leading the HSE function of a large organization at the field level with geographically diverse operations is a must.
• Experience at elevating the overall effectiveness of the safety and environmental responsibility function within a complex agent based organization.
• Comfortable making presentations to the board, customers and to large groups
• A Bachelors degree with the appropriate additional safety designation(s) and skills training.
• Excellent oral and written communications
• Transportation accident prevention and investigation
• Transportation safety management systems
• Driver orientation and training
• Working knowledge of USDOT, Hazmat
• Experience with In–Vehicle Monitoring Systems
• Ability to work on teams (including virtual teams)
• Ability to work and manage within a Matrix Organization
Specific Requirements/Competencies:
This person must demonstrate superior decision-making skills in an extremely time-sensitive work environment on behalf of the Company. This person must also demonstrate confidence in making safety related judgment calls on matters affecting critical customer service issues.
