The National Committee for Quality Assurance (NCQA) is seeking a Vice President for Product Delivery. This senior-level position reports directly to the Chief Operating Officer of NCQA and is a member of NCQA’s executive leadership team. The Vice President is responsible for the operations of all NCQA evaluation products including accreditation programs for health plans, HEDIS quality measures and Patient-Centered Medical Home (PCMH) recognitions. The Vice President oversees more than 100 employees. This is an exciting opportunity to take the operations of the Product Delivery department to the next level while having an impact on health care quality on a national level.
The ideal candidate has a successful track record managing high volume, complex operations in a health care setting, ideally a health plan or a setting focused on health care quality and delivery system transformation. The ideal candidate also has experience on an executive and strategic level.
The National Committee for Quality Assurance is an innovative leader in health care quality, through developing the HEDIS quality measures, accreditation programs for health plans and other types of health organizations and the largest national Patient-Centered Medical Home evaluation program. NCQA has federal contracts and grants to support measure development, measure collection and evaluation of health care organizations. Many federal and state programs use NCQA to help evaluate health plans and physician practices through deeming relationships. The position interacts with and presents to many of NCQA’s product and policy committees, comprising many national health care leaders, as well as the NCQA Board of Directors and external audiences.

Overall responsibility for the strategic direction and operations of the Product Delivery department which is comprised of four functional units: Accreditation, Policy, Recognition Programs and Special Needs Plan (SNP) Assessment. Oversees delivery of all accreditation, certification and distinction programs, the Special Needs Plan (SNP) reviews, and clinician and practice recognition programs. Also responsible for interpretation and maintenance of accreditation and HEDIS policies and technical support.
Ensure that financial and new business revenue, customer satisfaction, operating metrics and other strategic goals are achieved, while continually focusing on process improvement and efficiency gains. Also establishes and maintains strategic relationships with key customers.
The role acts as an external spokesperson for NCQA: serves as faculty for NCQA conferences and seminars; accepts speaking engagements on behalf of the Speaker’s Bureau; meets periodically with key stakeholders; and represents NCQA at industry meetings.
The role also serves as a member of Leadership Team, participating in the strategic planning process and championing key initiatives; provides input on key policy and programmatic issues. Also serves on the NCQA Complaint Review Committee which reviews and determines appropriate course of action for all complaints regarding accredited, certified or recognized entities.
- Graduate degree in Business or Health Care related field
- 10 – 15 years of executive level operations management experience in healthcare related organizations, preferably a health plan
- Substantial experience in managing complex, high-volume operations
- Strong managerial background with ability to drive for results
- High level technical/professional expertise
- Strategic and financial acumen and ability to champion change.
· Successful implementation/use of process improvement techniques such as Lean or Six Sigma
· Familiarity with NCQA’s products/ services
· Ability to represent the organization, formally and informally, before a wide variety of audiences including the Board of Directors
