Hill International, Inc. (NYSE: HIL), a professional construction consulting firm is expanding within the States of Pennsylvania, Delaware and New Jersey. Hill provides program management, project management, construction management, and construction claims services worldwide.

We are presently seeking an experienced Vice President of Business Development to join us in our Philadelphia Office. This opening requires a dynamic individual who is equally skilled in the “outside” sale, as well as the “inside” sale. An ideal candidate should be self-motivated and have proven experience in business development, networking, writing, editing, interpersonal communications, and organization and planning.


Client Contact:
  • Meets directly with buying influences to obtain client and opportunity information
  • Formally documents win strategy and Hill differentiators
  • Tracks opportunity and informs others, including Regional Leadership, Corporate Business Development and Proposal & Graphics, of expected RFP issue date
  • Identifies and analyzes competition and recommends teaming strategy
  • Helps select and introduce proposed Hill staff to client prior to the RFP
  • Ensures attendance at pre-proposal meeting
  • Assists in client debriefing post-win and post-loss
  • Maintains client contact to verify satisfaction post-win
Resource Allocation/Management:
  • Notifies Regional Leadership, Corporate Business Development and Proposals & Graphics of potential need for resources
  • Ensures Corporate Recruiting is briefed on the pursuit and additional positions to be filled
Document Preparation/Review:
  • Assists in preparation of Go/No Go decision
  • Provides input to develop proposal requirements at kick-off and develops portions of the proposal submission in concert with Regional and Proposal & Graphics Team
  • Ensures that “win themes” are effectively presented throughout the document
  • Participates in all pink and red team reviews
  • Provides intelligence to support costing strategy
  • Works with Regional and Corporate leadership to develop costing
  • Conducts review to determine potential conflicts of interest
  • Participates in legal and contractual review
  • Leads execution of teaming agreements and memorandums of understanding (MOU’s) with teaming partners
Presentation Preparation
  • Leads presentation development with Proposal & Graphics Team
  • Ensures that win themes and differentiation are clear throughout
  • Leads presentation rehearsals and participates in presentations when afforded by the client
  • Minimum of 10-15 years experience in an Project Management role and 5 years experience in Business Development with a Construction Management as Agent or professional services firm within the construction industry
  • Candidate must have a BA, BS or BAE, preferably in Engineering, Architecture, or Construction Management
  • This role will require someone who has consistently generated $10 Million in construction and program management consulting fees for their firm
  • Familiarity with the local marketplace, including knowledge of local firms (competitors and compliments), as well as an extensive database of clients contacts are essential
  • Travel as needed/expected
  • Participation in professional and civic organizations
  • Expertise in Microsoft Word, Excel, and PowerPoint required
  • Writing, computer, and presentation skills at an exceptional level
