    Description
    POSITION PURPOSE

    Responsible for planning, organizing, and directing the Credit Union's lending services and direct oversight of the credit unions loan portfolio performance including mortgage and real estate loans, consumer loans, credit cards, business loan services, collections, and member insurance functions. Ensures that lending operations are in accordance with established policies, procedures, and legal requirements. Ensures that lending and collection activities result in maximum volume, appropriate profit for the Credit Union, and a minimal delinquency ratio. Analyzes and evaluates the effectiveness of lending services. Supervises and appraises the activities of subordinate managers and ensures that all services are professionally delivered and members are well served.

    ESSENTIAL FUNCTIONS

    1. Assumes responsibility for the development and implementation of effective Lending and Collections planning.

    a. Assists Senior Management with long and short-term Credit Union planning. Develops a total lending strategy for the Credit Union.

    b. Participates in developing policies and procedures and ensures that they complement organizational goals.

    c. Executes established goals and coordinates their implementation with other departments and functions supervised.

    2. Ensures the effective performance of lending related services.

    a. Ensures that lending activities are conducted in accordance with established policy guidelines and standards, and are properly documented.

    b. Conducts periodic reviews of existing policies to ensure effectiveness. Ensures that policies are updated and are in accordance with evolving regulations, legal requirements, and industry trends.

    c. Ensures the maintenance of statistics relative to key business metrics.

    d. Ensures that insurance functions support member needs and are well coordinated with lending operations.

    3. Assumes responsibility for the effective administration of lending functions.

    a. Manages and oversees expenses. Pursues cost-saving measures.

    b. Keeps Senior Management and Board of Directors informed of loan activities, progress toward established objectives, and of any significant problems.

    c. Completes required reports and related documents promptly and accurately, and in compliance with Credit Union guidelines and policies. Ensures the maintenance of department records.

    d. Stays informed regarding developments and changes in lending services.

    4. Effectively supervises personnel, ensuring optimal performance.

    a. Provides leadership to assigned personnel through effective objective setting, delegation, and communication. Conducts staff meetings as required. Assigns, directs, and coordinates work.

    b. Ensures that personnel are well trained, effective, and optimally used. Instructs personnel regarding policy, procedure, and program changes and ensures that they are well informed regarding related legal and regulatory developments.

    c. Conducts performance appraisals as required. Formulates and implements corrective actions as needed.

    d. Ensures that staffing levels are appropriate and human resources are effectively utilized. Conducts interviews and assists with hiring as needed.

    5. Assumes responsibility for ensuring that professional business relationships are established and maintained with members, vendors, the business community, and trade organizations.

    a. Ensures that members are properly informed of Credit Union loan policies and procedures.

    b. Ensures that requests, problems, and questions are promptly resolved.

    c. Ensures that the Credit Union's core values are maintained throughout lending and business transactions with members.

    d. Communicates/interacts with internal and external auditors as required

    QUALIFICATIONS:

    Education/Certification: Bachelor’s degree in finance or related field.

    Required Knowledge:

    Thorough knowledge of Credit Union loan products and applicable policies and standards.

    Understanding of government regulations and legal requirements involving lending, collections, insurance, and related functions.

    Experience Required:

    Minimum of 15 years of progressive lending experience in a leadership role in a Credit Union or financial services organization.

    Previous experience working with regulators in a financial services environment.

    Demonstrated experience presenting and working with Executive Management, BOD, and Regulators.
