Position: Vice President of Program Operations
Reports to: Executive Director, New York City
Location: New York City

Per Scholas is a national nonprofit committed to breaking the cycle of poverty through education, technology and economic opportunities. Per Scholas primary program is an IT-sector workforce development and job training initiative dedicated to helping unemployed and underemployed adults achieve financial security through high-wage employment. Over 4,000 disadvantaged men and women have been trained to date with 420 individuals to complete training in 2013. Founded in the South Bronx, NY, Per Scholas has grown into a national organization with an operation in Columbus, OH serving 80 individuals. Over the next three years, Per Scholas plans to expand into additional cities, growing to serve over 1,000 individuals annually.

Per Scholas is seeking a Vice President of Program Operations to oversee all training operations in New York City which includes both Bronx and Brooklyn sites. The Vice President will be a critical member of the senior leadership team managing a staff of approximately 20 staff, and responsible for the delivery of high quality technical and soft skill training for over 400 students each year. While day to day responsibilities are operational in nature, the Vice President will be responsible for setting and executing upon a strategic direction that continuously reflects and adapts to changes in the technology labor market.

Program Administration
  • Responsible for operations and performance management of all aspects of training and education for workforce development programs
  • Lead admissions team to ensure recruitment and enrollment goals are met to ensure consistent and timely class cycle starts every two weeks throughout the year
  • Oversee student retention and follow-up tracking activities to ensure that Per Scholas is able to track outcomes for graduates for two years after graduation
  • Manage development and implementation of alumni services to ensure that high-quality value-add activities and career coaching are provided to all Per Scholas graduates
  • Oversee timely performance metric tracking and utilization of central database to ensure accurate data capture of all relevant student information throughout the life cycle of participation
  • Create and refine reporting and data analysis tools to ensure weekly performance goals are being met or exceeded
  • Analyze recruitment and enrollment referral sources to ensure return on investment for all candidate marketing activities
  • Create quality assurance standards and protocols to ensure that all instructors perform instructional duties in a high-quality and consistent manner
  • Ensure compliance with all New York State Education Department requirements for student enrollment activities, classroom curriculum, and course/instructor evaluations.
  • Work closely with Vice Presidents of New Training Initiatives and Business Development to ensure collaboration and strong communication inform daily operations for all teams
Training Instruction
  • Manage technical instruction and career development teams to ensure the 15 week curriculum is delivered in a high-quality and industry-driven fashion
  • Oversee any new curriculum implementations, ensuring roll-outs are seamless and coordinated with the Business Development team
  • Work directly with technical instructors to review curriculum at least two times a year to ensure industry adaptations are incorporated into curriculum
  • Work directly with Career Development staff to ensure that case conferencing of all students occur on a regular basis to maximize appropriate referrals to support services
  • Work closely with the Business Development team to ensure employer and industry feedback is incorporated in the student experience as appropriate, including development of a robust internship program for all students
  • Lead the development of regular events for corporate volunteers, guest speakers, site visits, and industry partner internships, in collaboration with Business Development and Communications & Development teams
  • Regularly engage with IT professionals at industry events, meet-ups, and other networking opportunities to increase awareness of Per Scholas in the field and use findings for program improvements
Strategic Management
  • Work directly with Executive Director and Vice Presidents as part of the Leadership Team responsible for the strategic direction and overall management of the organization
  • Champion a culture of continuous improvement and work with staff to embrace and internalize organizational and programmatic changes
  • Work with Leadership Team to support national replication efforts at the strategic and operational levels
  • Represent Per Scholas with key funders, employers, and supporters regularly
  • Bachelor's degree required and masters degree in business administration, public administration or equivalent strongly preferred
  • Minimum of 8-10 years of management experience, with significant supervisory responsibilities
  • Significant work experience managing operational processes in team- and/or client-based environments
  • IT industry knowledge and work experience is preferred
  • Experience in the strategic planning and execution of initiatives is required as evidence of conceptual, strategic thinking, and implementation skills
  • Excellent management and delegation skills, including comfort giving regular and direct feedback and coaching to staff and peers
  • Strong detail orientation and ability to manage complex projects with multiple stakeholders
  • Excellent communication skills and a high level of comfort presenting in small and large groups
  • Proven track record of strong individual contribution while working in team-based environments
