Video Production Specialist needed to focus on strategic internal/external informational and instructional (including training) efforts employing video technology. The Video Production Specialist works closely with other management areas within the Department, especially with those focused on traditional and web communications and with all other offices so as to develop and forward a Department-wide agenda of employing video technology to train staff and allied partners and educate client/consumers about new DHS methodologies; inform and educate stakeholders including the general public about the Department, its programs and services, research findings and new initiatives and showcases the Department and its achievements. Specialist will be responsible for:

*Working closely with the Deputy and other members of the communications staff to identify and develop creative ways to incorporate video into the overall DHS communications plan.

*Working closely with other support office and program office staff to identify and fulfill educational and instructional needs, including training needs.

*Building and managing in-house video production suite.

*Developing, producing and directing video and digital media products from original concept to completed project; meeting with content specialist(s) to determine needs and establishes product objectives, creative approaches and treatments; conducting background research and writing scripts.

*Researching new audiovisual techniques and equipment; making recommendations for the purchase of specialized camera and video production equipment and software.

*Managing professional service contracts, including selection of contractors and assists in negotiating terms and conditions of the contract.

Bachelor’s degree from an accredited college/university in TV/Film, Communications or a related field, plus at least 3 years experience in the development of video productions, news/information/public affairs content creation in a corporate or organizational environment. Applicant should have experience with video program construction script outline and creation, production, directing, planning and editing and possess a clear understanding of communications goals and audiences and usage of video within a larger communications strategy. Knowledge of software for image editing; digital file formats and analog and digital photography; compression tracks and techniques is also important.
