You will be subject to a background/suitability investigation. DUTIES:

The employee will serve as a Visual Information Specialist located at the Veterans Health Administration (VHA) Office of Communications, Washington, DC, and is responsible for designing, developing, and managing visual communications products of a healthcare delivery system under the direction of a supervisor within the Office of Communications. Duties include, but may not be limited to:

  • Analyzes, evaluates, advises, designs, implements, and/or coordinates a wide range of clinical, medical care, and health matter related information through visual means such as web design, photographs, illustrations, diagrams, graphs, slides, charts, live/recorded video, and other visual mediums.
  • Lays out and/or executes web design elements, utilizing knowledge of health communications principles and web usability, including the use of cascading style sheets (CSS) and basic web scripting.
  • Prepares the arrangement or layout for illustrations and ensure they depict and interpret the meaning and purpose of the subject matter involved.
  • Utilizes drawing instruments and computer graphics, digital capture, and traditional illustration techniques to execute illustrations/images that serve to attract the attention of potential readers.
  • Designs and displays creative visual products for publications, exhibits and/or presentations, including over the World Wide Web, utilizing electronic and print media, and multimedia computer applications.
  • Operates advanced still digital photographic and video cameras and photographic-related equipment.
  • Provides clients, managers, and other employees with technical assistance on design issues.
  • Evaluates and prioritizes all incoming graphics project requests, under the supervision of senior staff.
  • Determines the priority, feasibility, and legitimacy of requests based on established criteria and policies.
Work Schedule: Monday-Friday, 8:00am -4:30pm

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

The Selective Placement Factor for this position is: Experience working in a medical health care environment developing web pages, custom graphics, visual information illustrations, and photography for a hospital/clinic office to support the facilities web presence in communicating health care issues.

In addition to meeting the Selective Placement Factor cited above, you must also meet the following Minimum Qualification Requirement for this GS-9 Visual Information Specialist position.

SPECIALIZED EXPERIENCE: Requires one full year of specialized experience equivalent to the GS-7 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is defined as: experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. (A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.)

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: A Master's or equivalent graduate degree OR two full years of progressively higher level education, OR LL.B. OR J.D., related to this position? This graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position with a major study in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. ( One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.) (TRANSCRIPTS REQUIRED)

COMBINATION OF EDUCATION AND EXPERIENCE: Combination of graduate education and specialized experience (as described above) may also meet total qualifications of the position? (TRANSCRIPTS REQUIRED) (NOTE: Undergraduate level education is not creditable in meeting the combination of education and experience, therefore, it is not necessary to submit undergraduate transcripts)

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

  • Skill in designing visual information materials that relates to health care matters for online and print use utilizing industry standard software (i.e., Adobe Photoship, Illustrator, InDesign), hardware, and publishing practices.
  • Skill in the design and execution of web design elements, including the use of cascading style sheets (CSS), web usability and scripting such as javascript to present information on a major health system website.
  • Knowledge of health care principles, theories and practices, and regulations and rules, associated with the administration and deliver of care in order to produce visual materials that communicate health and benefits information.
  • Skill to establish priorities and function under pressure, ensuring that tasks are completed in a timely manner and of a high quality.
  • Ability to communicate effectively with individuals from varied backgrounds and organizational levels.
PHYSICAL REQUIREMENTS: The work is typically performed in an adequately lighted and climate controlled office and requires no special safety precautions. The work can be done primarily while seated, as at a drawing board or computer keyboard, and requires no special physical demands.

HOW YOU WILL BE EVALUATED:
Applicants will be ranked based on four quality groups, as follows:

Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;

Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;

Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and

Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.

After the vacancy announcement closes, reviewed applications are evaluated against the questionnaire responses and placed in the appropriate quality group. Qualified veterans will be afforded preference by being placed at the top of the appropriate quality group.
