Job Description:
RTSC is seeking a

WMDPPI SE Asia Maritime Border

Program Manager (PM) to manage the implementation and oversight of a project for the WMD Proliferation Prevention Initiative Program for SE Asia, headquartered in the region

.

The PM will be responsible for all facets of operation of a program designed to enhance the detection and interdiction capability of the SE Asian Maritime Border authorities against the illicit trafficking of Weapons of Mass Destruction (WMD) and related materials along their borders. The individual will be required

to schedule complex tasks, balance multiple priorities and meet deadlines while supervising staff to work with and train Border Services for SE Asia countries. The candidate should have practical and applied knowledge of systems including: Command and Control, Surveillance, Interdiction, WMD detection, Training and Sustainment.

The PM will be responsible for project cost, schedule and technical performance and will establish milestones and monitor adherence to program master plans and schedules.

The PM will devote the majority of his time to planning, scheduling, and coordinating with the customer and other program participants and stakeholders, including each country’s Border Guard Service, State and Regional Customs Services, subcontractors, and other contractors as required.

The PM will oversee the conduct of assessment activity, planning, and execution.

The PM will oversee all audits and examinations (A&E) / validation activity to ensure program metrics are being met.

The PM will develop control systems and reports that accurately measure progress, identify potential problems in sufficient time for corrective action to be taken, and will ensure the meeting of the company's contract commitments.

The PM will direct the performance of program functional task elements such as procurement, manufacturing, quality control, logistics, and administrative functions.

The PM will act as primary customer interface on status and performance, and will anticipate and fulfill customer needs to ensure their satisfaction and continued business.

Required Skills:
·

8-10 years of successful experience managing international government projects

·

International work experience managing multiple subcontractors

·

Indepth familiarity with maritime border operations and security policy/procedure (Maritime Border Security or industry equivalent experience)

·

Prior experience in developing Department of Defense/DTRA deliverables (CDRLs)

·

Self motivator who takes ownership and drives resolution of problems in a safe and practical manner

·

Visionary and ability to think broadly and conceptually

·

Must have excellent organizational and reporting skills

·

Previous overseas experience preferred, particularly in SE Asia through extensive travel or as an expat

·

Excellent writing skills and in depth familiarization with MS Applications and Lotus Notes

·

Excellent English language and typing skills

·

Ability to work under pressure to meet project deadlines

·

Ability to work in a multi-cultural/multi language environment

·

Excellent technical writing and verbal communications skills

Required Education:
Bachelors’ degree in Business Administration, Engineering or a related field.

May substitute experience with education.

Desired Skills:
·

US Department of Defense (DoD) experience, or experience working with DoD customers

·

Minimum

Raytheon Level 3 Program Manager Certification or equivalent experience within the guidelines set by Raytheon's Program Management Certification process

·

Facility management experience

·

Experience with Earned Value Management System (or C/SCSC)

·

Construction experience

·

WMD experience
