Performs difficult professional work planning, designing and engineering the present and long-range programs for rehabilitation and/or extensions to the gas distribution system to meet consumption demands; does related work as required. Work is performed under the general supervision of the Deputy General Manger of Utilities/Director of Water & Gas Distribution. Supervision is exercised over all engineering and technical staff.

Ability to use standard drafting instruments to produce drawings and sketches; Ability to receive and transmit information over telephone and two-way radio; Ability to operate a variety of automated office machines which include calculator, computer, typewriter, copy machine etc. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for preparing and analyzing written computer data; determining the accuracy and thoroughness of work, and observing general surroundings and activities. Worker is subject to no adverse environmental conditions.
Plans, engineers, and designs present and long range plans for replacement, rehabilitation or extensions of the Water and Gas Distribution systems; Analyzes the gas and water distribution systems, prioritizes needs and formulates plans to meet these needs; Administers construction projects and contracts by overseeing the preparation and/or preparing construction documents on their own; Administers governmental regulations to ensure compliance, and coordinate regulations with other Water & Gas sections; Develops and oversees the development of as-built records and maps to provide factual data of the distribution systems; Supervises and directs the development of the Division’s Geographic Information System; Oversees and directs engineering contract firms; Supervises the corrosion control programs and other programs mandated by the State and Federal agencies as they related to Water & Gas Distribution; Prepares budget recommendations including; yearly construction programs to ensure adequate funding; Prepare budget recommendations to ensure adequate funding for the gas department; Employs, supervises, trains, motivates and disciplines authorized personnel in a consistent, fair and uniform manner in accordance with the City's personnel policies including Equal Employment Opportunity and Affirmative Action; Reports to work on assigned duty schedule; Performs other reasonable duties as assigned.
Performs field surveys; Prepares easement and permits relating to gas line construction and maintenance.

Comprehensive knowledge of the theories, principles and practices of water & gas distribution engineering; Comprehensive knowledge of the construction, operation and maintenance of water & gas distribution systems; Thorough knowledge of regulations as they pertain to water & gas distribution; Thorough knowledge of supervisory principles and practices; Ability to communicate effectively orally and in writing; Ability to operate a computer and formulate spreadsheets and/or statistical analyses; Familiarity with CAD and drafting software.
Bachelor's degree in Engineering from an accredited college or university with extensive experience as an engineer in the water & gas distribution field.
Special License and Certificates:
Possession of a valid drivers license; Certification as Engineer in Training; Possession of or ability to obtain valid registration as a Professional Engineer in the State of Virginia within six months of employment.
