The purpose of this job is to assist the Deputy Commissioner in charting the strategic direction of the Office of Water Treatment and Reclamation; assisting in directing, managing, and otherwise overseeing the operations of this Office .

The City of Atlanta is restructuring its utilities while simultaneously transforming its business and operational systems. The ideal candidate should possess the experience and vision to accelerate the ongoing improvements; identify additional opportunities; and manage institutional change. The Watershed Management Department is committed to performance management and continuous improvement and is seeking a dynamic individual with the will and drive to contribute to the transformation of the Office into one of the nation’s finest water/wastewater utilities. This position supervises all functional support areas for four wastewater treatment plants with combined permit capacity of 188 mgd plus 6 combined sewer facilities plus 16 sewage pumping stations; consults and advises all levels of management and staff regarding the development of policies and procedures; capital project conception based upon prioritized needs analysis, economic or triple-bottom-line analysis, design participation/input, coordination of operations with construction; prepares City Council legislation; and confers with citizens, civic organizations, and others as necessary to provide information or respond to concerns; developing and tracking performance metrics and strategic initiatives with milestones; improving automation and SCADA systems; knowledgeable and experience with asset management disciplines; etc.

Typical Qualifications:

The City of Atlanta is looking for a candidate who holds a Bachelor’s degree or higher in Engineering, Business Administration, Public Administration, or related field; and has seven years of progressively responsible management experience, with six years of management experience in either a public/private wastewater utility or manufacturing with wastewater treatment experience. Possession of Professional Engineering license and Operator license desirable.
