Exempt; full-time; 40 hours per week; Monday - Friday; 7:30 a.m. - 4:30 p.m.; full-benefits; grant-funded

This professional position develops training and development initiatives through partnership opportunities with Frederick Community College (FCC) and other workforce and training institutions. Duties involve extensive contact with the business community to determine and meet their training and organizational needs and support employment and training initiatives. Supervision is received from the FCWS Project Manager.

Examples of Work:
  • Contact business, industry and local agencies to determine training and organizational needs
  • Assess, develop and organize customized occupational training programs and initiatives
  • Coordinate with Career Services, Youth and Business Services Teams to assess employment and training needs of job seekers
  • Connect employers and candidates to employment opportunities
  • Meet with job seeking candidates to assess employment and training needs
  • Develop and lead training opportunities for unemployed and under skilled job candidates
  • Utilize FCWS grants and follow grant regulations, policies and procedures for funding of occupational skills training programs
  • Negotiate and manage training contracts generated under vendor agreements (i.e. negotiating costs, selecting instructor, accessing space and appropriate training materials and equipment and problem solving and evaluating training to meet customer needs)
  • Liaison with private industry, public and private non-profit entities and state and local economic development office to seek and develop partnerships for business and training initiatives
  • Collaborate with other workforce services staff, including Business Development and Retention staff, other workforce development partners to act as a liaison and referral agent between the business community and workforce services, FCC and its partners to ensure effective services
  • Facilitate the delivery of Workforce Services and resources to area business and industry (including business training and evaluation, recruitment and hiring assistance, skills training, retention services, outplacement services, special projects and information brokering)
  • Assist in securing grant funds to support the training needs to business and industry
  • Coordinate special events as needed to promote and inform citizens of training and workforce services
  • Represent Workforce Services by serving as a representative to related organizations and the business community) i.e. Frederick County Chamber of Commerce, industry associations, etc.)
  • Gather and communicate local, regional, and national labor market information to Workforce Services and its partners
  • Employ knowledge of applicable local, State and Federal laws, regulations and policies to design, implement and monitor services
  • Participate in developing, meeting and evaluating workforce services performance goals and determining strategies for goal achievement
  • Conduct formal and informal research on business-related issues
  • Participate in professional development activities as appropriate
  • Compile and prepare periodic reports to supervision
  • Perform other related duties as required

Qualifications & Requirements:
  • Bachelor’s degree in Business Administration, Human Resources or a related field
  • Minimum 2 years of work experience in some combination of business development or business outreach
  • Minimum 1 year work experience in workforce training and development
  • Strong and effective spoken and written (English) communication skills, including ability to prepare and present clear, accurate reports
  • Ability to demonstrate creativity, originality and effective teamwork in designing business and training development services suitable for participating employers and customers
  • Proficiency in using various computer applications and software as applicable to these job functions
  • Ability to effectively organize work, establish priorities, manage time and complete assigned duties with minimal supervision in a fast-paced environment
  • Ability to develop and maintain effective working relationships with government officials, community partners, business representatives, co-workers and customers, and to maintain a positive, professional working image in all FCC/FCWS contacts
  • Work experience with the local labor market

Additional Information/Examination Process:
  • Ability to provide own transportation as needed for meetings and other commitments
  • Available for evening and weekend working hours when needed
  • The grant that funds this position will determine the duration of the benefits and funds for this position
