The Zoning Manager leads the Zoning team in preserving the company’s assets by renewing zoning entitlements, addressing zoning compliance issues, resolving zoning issues delaying collocations and obtaining zoning approvals for tower improvements in a timely and financially prudent manner. The incumbent will ensure that American Tower continues to set the standard and further enhances its position as the industry leader in zoning practices.
This position and team will represent American Tower and its customers in local jurisdictions with the overall objective of supporting the Collocation, Sales, Redevelopment, Field Operations and Development teams. The Zoning Manager will also work closely with our Compliance lead on escalated matters and matters requiring outside counsel and litigation.
Conduct ongoing training and development of Zoning Department including but not limited to Market Reconnaissance & Analysis, Code Analysis & Interpretation, Site Verification and Application preparation.
Support US Tower Compliance with participation in industry groups or associations to represent American Tower and its interests in tower siting policy.
Review and analyze zoning ordinances to determine the procedure and requirements to obtain zoning approval for all aspects of tower development and ownership, including compliance issues, operational issues, tower improvements, etc.
Manage and coordinate zoning projects from receipt of a zoning request through the granting of approval by the jurisdiction including but not limited to preparing Zoning Close-Out Memos and other reporting instruments and performing zoning projects on existing or proposed American Tower assets. Perform other tasks related to the zoning process including but not limited to obtaining landlord signatures on zoning documents and evaluating the zoning environment for American Tower assets.
Develop and maintain good relationships with zoning officials.
Participate in the development of monthly, quarterly and annual zoning reports, including maintaining an accurate zoning database with current project information.
Ensure proper execution of American Tower Zoning Processes & Procedures.
Develop and review budget for the Zoning Group and ensure compliance with individual project budgets.
Report project budget status with internal customers.
Ensure that local zoning personnel secure all necessary documents, correspondence, and decisions (with Conditions) and a complete Close-Out memo to place in all tower files.
Foster ongoing communication among all teams including Tower Development, Re-Development, Marketing, Collocation and Operations.
Responsible for communicating financial objectives of each zoning project, and quarterly, ATC’s overall financial performance.
Recruit diverse talent to represent American Tower and its customers in local jurisdictions, including oversight of non-legal vendors.

Supervise and manage the performance of the Zoning team
Recruit, develop and retain staff, partnering with Sr. Management, Recruiting and Human Resources. This includes on-boarding and orientation for new hires
Provide disciplined performance management for team. Define and communicate annual goals, perform formal and informal performance reviews, and ensure changes and updates are communicated in a timely and professional manner
Create strong collaborative team environment
Proactively identify and resolve personnel issues in conjunction with Human Resources

EDUCATION AND EXPERIENCE:
Bachelor’s degree required
Graduate degree in Planning, Public Policy or Law strongly preferred
Four years experience in public speaking required
Minimum of seven years of previous job related experience required in at least one of the following disciplines: land use, land acquisition, real estate development, telecommunications site acquisition
Supervisory experience strongly preferred
Approximately 90% performed in climate-controlled internal office environment working under normal office conditions.
Up to 10% may be performed at tower sites. Approximately 50% travel will be required in support of the position’s responsibilities. Attendance at evening and weekend meetings required.
