Use your years of experience in data modeling, database administration and systems development to help maintain and advance a state of the art municipal government GIS server environment that is the foundation for enterprise GIS in Philadelphia. The Office of Innovation and Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Innovation Officer (CIO). Under limited supervision, the Junior GIS Database & Systems Administrator is responsible for the design, implementation and support of the multi-tiered enterprise GIS systems environment maintained by the GIS Services Group (GSG) at OIT. This position helps with the design and implementation of the overall enterprise GIS architecture suite at GSG which includes a unique address integration system. The ideal candidate a true team player who is passionate about database and server administration as well as making City government more efficient and effective through technology. The successful candidate must reside in the City of Philadelphia or establish primary residence in the City of Philadelphia within 6 months of employment


Administration and Maintenance of a Cross-Departmental Data Unification System (Unified Land Records System or ULRS):
Responsible for database modeling in support of application development.
Administer the ULRS engine and its scheduled jobs in order to maintain the accuracy of data in the system.
Responsible for the high-level design and implementation strategy of the ULRS address integration system.
Troubleshoot data inconsistencies with geospatial web services and communicate with supporting vendor when necessary.
Write all data ETL jobs that feed the system, as well as write all data report jobs.

Development and Support of Enterprise GIS Server and Systems Environment:
Assist in performing daily system monitoring, verify the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs.
Support systems administration activities in Windows environments, including cloud infrastructure with Amazon Web Services
Assist in the implementation, administration and monitoring of alerts for GIS applications, geospatial web services and ArcGIS servers, including troubleshooting and resolving these alerts before users notice that the application or service is down (when possible).
Responsible for system performance and continuous improvement of system availability.

Required Skills:
Experience with querying and administering relational databases such as MS SQL/Server or Oracle.
Knowledge of Windows Server 2003/2008, IIS 6 and above.
Familiarity with web services and data-interchange formats XML and JSON.
Familiarity with database objects.

Desired Skills/Experience:
Understanding of Esri software including ArcGIS Desktop and ArcGIS Server including, ArcSDE (9.3 and up).
Automate processes by writing scripts in Python.
Experience with Amazon Web Services (AWS) or equivalent cloud service.
Basic GIS analytical operations and ArcGIS Desktop product suite.
Exemplary communication skills to engage with management, administrative and technical staff.
Experience with programming low-level applications in support of Windows system administration such as windows services, .bat scripting, console projects.

Required Education and Experience:
Degree from an accredited college or university which has included major course work in Information Systems, Engineering, Geographic Information Systems (GIS), or Computer Science.
At least 3 years of professional experience with database and system administration.

Interview Process:
Interviews will be conducted in two rounds. First round is a verbal interview. This interview can be conducted on the phone or in-person and is more technical in nature. We will look for you to possess competence and working knowledge of the basics of the particular area to which you are applying. If we feel you meet certain qualifications, you then move on to the second and final round of interviews. The second round is behavioral and will focus primarily on your past experiences, accomplishments and future goals as well as your general suitability for and interest in working for the City of Philadelphia and the Office of Innovation & Technology. This interview may be in-person.
