The Community Information Exchange’s (CIE), www.CIESanDiego.org, is looking for an experienced Technical Project Manager to be the 2nd employee of the CIE, a well-funded, innovative start-up nonprofit. This position will oversee the procurement, configuration, and maintenance of all customer-facing technology systems. In addition, you will be responsible for leading teams of diverse stakeholders (cohorts of participating nonprofit and government organizations with common clients in need of coordinated care), often at participant locations throughout San Diego County, to transform conceptual information sharing goals into efficient and effective operational reality and to prioritize and execute continuous improvement projects. Success in this role will be judged by the smooth, timely, and effective adoption of CIE technology services by our stakeholders and by their ability to achieve their client-centric service goals, as a result. The ideal candidate will have the following qualifications/experience:

Project Management - Responsible for the successful build out and implementation of the CIE technology platform.

  • Ability to fulfill the roles of Project Manager, Social Solutions / ETO Systems Administrator, and Report Writer / Reporting Analyst.
  • Lead cohort-specific teams to make all decisions regarding system configuration, interface development, and maintenance/improvement.
  • Procure and manage the necessary resources, including vendors, contractors, and business partners
  • Develop and manage project schedules and budgets to ensure project targets and milestones are met
  • Build productive relationships with business and technology partners alike that result in loyalty to and increasing demand for CIE services

Business Systems Analysis - Refine high-level requirements into detailed specifications and practical approaches to achieve the desired goals

  • Develop technical specifications for data integration – including extracting, transforming, and loading data from various sources to the CIE and the CIE-side of data integration into others’ systems
  • Develop processes and procedures to reliably comply with Federal and State laws and regulations - in particular those dealing with privacy
  • Define, document and execute testing and acceptance criteria for the implementation of vendor products, including workflow and reporting specifications
  • Stay abreast of and apply lessons from best practices and other projects (successful and not) which are similar in scope and objective to CIE
  • Work with CIE Director and other stakeholders to define and execute other duties as needed or directed

Technical Expertise – Become the CIE technical Subject Matter Expert (SME)

  • Develop and apply thorough knowledge of the all aspects of the CIE technology platform, including the administration of the ETO platform, interfaces, data model, and analytics
  • Perform hands-on system configuration, data preparation, report writing, prototyping, testing, and debugging
  • Hire and manage programmers and other experts to build custom applications, as needed.

Customer Support – Lead the on-boarding of new partners

  • Act as technical liaison for CIE participants both providing and consuming data feeds
  • Prepare and deliver user training. Provide help-desk and trouble-shooting support during early adoption periods.
  • Define, document and refine CIE’s scalable new cohort onboarding and ongoing support processes, including any systems changes

Organizational Infrastructure - Establish and maintain core infrastructure to support business operations

  • Establish and maintain email, phone, web, and social media infrastructure
  • Implement customer relationship management (CRM) system

QUALIFICATIONS AND REQUIREMENTS

Education and general experience

  • Candidates with a background in health information exchange (HIE), Social Solutions / ETO (Efforts to Outcomes), social service providers with experience in IT, or leading multiple implementations of SaaS (such working for a CRM or data interchange services company) are encouraged to apply
  • 5‐10+ years of experience in software project management, systems implementation, software administration, and/or cross-organizational team facilitation required.
  • Bachelor’s degree required. Project management practices (PMP or other certification desirable) or master’s degree preferred
  • Demonstrated comfort with creating and maintaining compliance with federal and state laws and/or regulations, in particular, those dealing with privacy – ideally in a healthcare (HIPAA) environment
  • Ability to be self-directed while working in your home office. Right to work in the United States; Must have a valid driver’s license and the ability to drive a minimum of 50% of the time to attend meetings within San Diego County. Occasional overnight travel required (< 10 nights/year).

Project management and business requirements

  • Demonstrated ability to successfully manage a technical project implementation from incept to production rollout – Including facilitation of diverse stakeholders to achieve goals – in spite of complex, ambiguous, and innovative challenges.
  • Demonstrated ability to quickly and effectively apply a vendor / packaged solution to achieve organizational goals, to work well with outside vendors, and to create an atmosphere of mutual respect and overachievement of challenging goals.
  • Can point to tangible examples of reporting, program measurement and evaluation

Technical

  • A very strong preference for hands on experiences implementing software solutions including as many of the following as possible: Data interfaces / integration (batch and real-time), case management (especially Social Solutions / Efforts to Outcomes / ETO), Data warehousing and analytics (especially Business Objects Enterprise Reporting Framework or Business Objects Web Intelligence, or Xcelsius, or Crystal Reports)
  • Demonstrated ability to apply knowledge of the software development life cycle, including business requirements definition, systems design, development, testing and implementation in production. Especially in a Microsoft .NET environment
  • Highly proficient variety of Microsoft Office applications, or equivalent (especially Excel, Word, PowerPoint, Access)
  • Experience with ETL, SaaS, RESTful API’s, C#, Python, Ruby, PHP, JSON a plus

Interpersonal

  • Exceptional and flexible interpersonal skills, including team building/management, relationship building, collaboration, conflict resolution, and management of stakeholder expectations.
  • Strong communication skills should include the ability to communicate technical and schedule dependency and other complex concepts to a technical and non-technical audience in both written and oral formats.
  • Demonstrates integrity and interpersonal style that is self-directed, engenders trust, builds bridges, and leads to exceptional levels of effectiveness and programmatic impact
  • Very strong systems thinking, analysis, data driven problem solving
  • Passionate about the organization’s mission and able to effectively communicate the philosophy, mission and values to external and internal stakeholders
