Position Summary ODOT13-0279oc – Salem Oregon Department of Transportation (ODOT) has two (2) Information Systems Specialist 5 (Client Server Developer) positions open in the Information Systems Branch, Transportation Application Development Section (ISB-TAD) located in Salem. This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancies and may be used to fill future vacancies as they occur in this unit or location. TAD is responsible for the planning, development, support and maintenance of all application development for the project development, construction, operations and maintenance groups within ODOT. The application hardware platforms include IBM mainframe, Web (Internet and Intranet), Multi-tier Client/Server and PC workstations. Major development languages include Cold Fusion, C#, .Net, ASP.Net, and HTML. Operating systems include MVS and Windows. The Client Server Developer positions are assigned to either the TAD Maintenance and Support Team or the Intelligent Transportation Systems (ITS) unit. The ITS unit is responsible for public facing systems like TripCheck.com and the 511 Travel Conditions telephone number. In addition, ITS is responsible for many internal mission critical ODOT systems that interact with roadside devices such as video cameras, digital freeway signs, ramp meters, and more. ODOT Operations staff uses these systems to communicate weather, incident and other event information with both the public and regional emergency responders. As a Client Server Developer/Analyst, the primary responsibility of these positions is to develop, enhance, and maintain these systems. Projects vary from small maintenance releases to larger system upgrades. The positions will work closely with business customers and other developers in a team oriented environment to meet challenging objectives for new features and product extensions. The positions require highly motivated individuals comfortable with rapid changes in direction and environment. The successful candidates will be detail-oriented, approachable, dependable & reliable with good business sense and judgment. This position requires positive self-starters with the ability to manage & prioritize multiple concurrent projects & operational tasks. This position is represented by the Service Employees International Union (SEIU/OPEU). Failure to provide this information may result in eliminating your application from further consideration Minimum Qualifications : Three years of professional, consultative, technical, or administrative experience which includes designing, constructing or analyzing information systems. Experience must include activities in: Communications : Communication means the connections that link systems and includes voice, data, image, and video. Software : Software means the programs, procedures, rules, and associated documentation concerned with operating a system and covers both applications and operating software. Data : Data means data bases and associated master files; AND EITHER : (a) at least 30 quarter (20 semester) credits in computer science; OR (b) two more years of experience providing a knowledge of information systems theory and principles. Examples of experience providing a knowledge of information systems theory and principles are: Providing technical consultation and advice to managers, technical and professional IS staff, and system users in planning, analyzing, developing, and implementing the operation, maintenance, installation, modification, and construction of information systems; OR Working with vendors and contracted personnel to assess new technology, provide oversight, exchange information, and solve problems. 15 quarter (10 semester) graduate-level computer science, software engineering, information systems, or equivalent credits may substitute for one year of the professional experience. The successful candidates will also possess the following preferred experience: 3+ years’ experience developing and maintaining MS Windows applications and database driven, scripted websites. Project experience in all aspects of the development process; including gathering end user requirements, coding, deployment, and the creation of documentation. Software unit testing, understanding of development “best practices” and code quality. Excellent communication skills; ability to create and update system documentation, reports, and communicate with the customer on the appropriate user level; able to understand and interpret customer requirements. Understanding of system security and application security best practices including code /system testing to detect vulnerabilities. Practical work experience with at least 3 of following technologies: C#, Cold Fusion, Visual Basic 6, Visual Studio 2005 or above, .Net, ASP.Net, HTML, CSS, XML, SQL Server, including SQL Stored Procedures Training or practical experience with any of the following: WCF Web Services, IIS, JavaScript.NET, WinForms 2.0 or above Criminal Background and additional pre-employment check(s) as required for the position will be conducted on final candidates (could include Driver License, LEDS, and/or Education Verification). Diagnose complex system problems and crashes. Respond to information system failures that are critical to the agency. Work in coordination with other IS staff and vendor resources that will effect resolution. Provide technical assistance and/or develop and deliver formal training to customers, programmers and other system analysts. Test new application features and/or patches. Coordinate the installation of vendor-developed and ODOT built software, which may be new to ODOT. Contact multiple vendors regarding project related problems and resolve or escalate problems as needed; coordinate with vendors, external agencies, customers and IS to schedule resources to implement solutions. Research and evaluate new industry products, approaches, and technology directions with focus on how they may be integrated/adopted into ODOT technology. Test new technology with existing systems. Assist Information System and ODOT section heads in developing short and long term automation plans to support their business objectives.
