Seeking applicants from Alaska to provide services to Airforce National or Army National Guard wings/bases. The Director of Psychological Health seeks (1) To accomplish PH-RC educational, preventive and promotional functions, DPHs must understand primary, secondary, and tertiary interventions, utilize a broad range of educational and promotional methods, who partner with Government personnel to create effective educational and promotional events and strategies, and who have public speaking abilities that result in effective presentations to groups of managers and Service Members. Depending on needs, they also must be willing to travel within a state or territory as well as nationally as highly visible, well-identified representatives of PH-RC. (2) DPHs must have experience working in a complex organizational environment, and must understand labor relations, military operations, and the Military Health System, TRICARE and VA as it pertains to the RC.

They may, with COR approval, serve as the administrative point of contact for a variety of psychological health related programs, facilitate, track and report results, and be the liaison with other behavioral health programs, Boards and directives. DPHs coordinate and consult with Reserves, ARNG and ANG leadership on all behavioral and psychological health initiatives and policy. They plan and coordinate region/state/territory/wing behavioral health related meetings and provide verbal reports of significant matters resulting from meetings or other events to COR within one day, and provide written summaries within one week. (3) Minimum Qualifications: Must have or be eligible for a TOP SECRET security clearance with eligibility for access to Sensitive Compartmentalized Information (TS/SCI).

(a) Qualified DPHs shall hold a Masters and/or Doctorate degree in a clinical or administrative mental health field from an accredited college or university recognized by the corresponding professional association(s). (b) Shall have a current state license or state certification as a mental health practitioner (e.g. social worker, clinical psychologist, marriage and family counselor, and professional counselor) in the state(s) where practice takes place. If such licensure/certification is not available in that state, the individual shall hold appropriate certification from a recognized national certification organization or board.

(c) Any DPH or other counselor assigned to perform services related to clients in other states, e.g. telephonic counseling, assessment and counseling, counseling and referral; and short-term temporary case-management, must be licensed or certified in the state where he/she is physically located and have adequate knowledge of the state laws governing mental health issues and clinical practice for the population they are serving. Clinical supervision and consultation must be available (24 hours a day) and used to ensure adequate knowledge of state laws is appropriately integrated into the delivery of services. (d) Shall be able to practice at the independent level without requiring state mandated clinical supervision.

In rare cases, requests for waiver of this requirement will be approved at the discretion of the COR when the Contractor certifies that state mandated clinical supervision is in place and maintained, and that appropriate progress is being made to meet state requirements for practice at the independent level. (e) Shall have demonstrated capability to complete accurate bio-psycho-social assessments including substance abuse assessments and ability to participate in NG sponsored TBI and PTSD training. (f) Shall have specialized experience and training in phone counseling. (g) Shall have a minimum of five years of clinical or administration mental health care experience after receiving the qualifying graduate degree for this position.
