The Senior Information Technology Systems Specialist (PeopleSoft Administrator) is a key position within Information Technology Services that is responsible for supporting the operation and integrity of the City of Phoenix eCHRIS/PeopleSoft HRMS System. eCHRIS processes payroll, recruitments, benefits, and many other core human resource functions for the City. The position plays a 7x24 role in supporting this mission critical system supporting over 20,000 employees and retirees on a daily basis. The ideal candidate must have experience in application support and of PeopleSoft HRMS 9.1 and PeopleTools 8.51 product solutions.

The PeopleSoft Administrator (PSADMIN) manages all PeopleSoft production and non-production Oracle Database environments including installations, Tax Updates/upgrades, patches, data refreshes, performance tuning, system maintenance and monitoring of Web and Application servers and associated process schedulers. PSADMIN provides technical expertise to PeopleSoft end users, application developers, DBA’s, and IT platform support staff in resolving system problems and consults with system technologist during PeopleSoft architecture reviews and design considerations. This position must comply with existing policy, documenting new policy/standards and communication of all systems changes to ensure best practices are adhered.

$69,950 - $104,416 annualized. Appointment can be made above minimum depending upon qualifications.


To meet the minimum qualifications for this recruitment, you must have:

- Two years experience with PeopleSoft Technical System Administration, including hands-on implementation and administration of PeopleSoft 9.x and PeopleTools 8.5x, preferably in a UNIX/Solaris environment.

- A bachelor's degree in computer science, computer information systems, business administration, mathematics, or related field (an additional four years of experience can be substituted for the bachelor's degree).

- Ability to build, configure, debug and support PeopleSoft applications in a multi-instance / multi-domain, Oracle Environment.

- Two years experience with Oracle Database in a SUN Solaris environment,

- Two years experience with Core Human Resources, Commercial or HRMS EG&G, Payroll for North America, Benefits Administration, Time and Labor, Employee Self Service modules and Manager Self-Service modules

- Excellent written and verbal communication, facilitation, and problem-solving skills working across multiple technical domains and teams.

- This is a salaried/exempt position and incumbents must have the ability to work after hours, including evenings, weekends, and holidays as required.


Includes the job requirements listed above, plus:

- Extensive knowledge in PeopleSoft upgrades, Upgrade Assistant, Change Assistant, Data Mover, SQR/SQL, Application Designer, and Version Control.

- Provide expert troubleshooting for isolating technical problems in the PeopleSoft Internet Architecture (PIA) including Oracle databases, tuxedo application servers on Unix, process schedulers on both Unix and NT, Web Logic configurations, load balancing, and related infrastructure.

- Complete understanding of PeopleSoft Internet Architecture (PIA) - specifically in a Solaris environment, hosted by WebLogic.

- Knowledge and experience with Integration Broker.

- Ability to analyze/debug issues with SQRs, PeopleCode, Application Engine, Process Schedulers, Application Servers, Application Messaging (Integration Broker) and Web Servers.

- Use of debug and optimize SQL statements within Query, COBOL and Application Engine.

- Work across the IT organizations with other team members (Network, Solaris SPARC admins, Firewall, security) to build and deliver services in a stable and secure environment.

- Assist with capacity planning, disaster recovery and load balancing activities in the hosting environment.

- Experience with configuring the Integration Broker.

- Basic UNIX Shell Scripting experience.


- One year of experience with CC&B

- Two years of experience with SQL Server administration

- Two years of experience with Crystal Reports

- Two years of experience supervising technical staff
