Goal: The goal of the Chief Technology Officer (CTO) is to create the technical foundation for Code for America’s stated program outcomes and for sustainability for CfA’s technology projects.
Create and refine internal CfA engineering approaches
Continue to evolve Code for America’s engineering culture - and work collaboratively to develop a set of approaches and standards that support CfA mission and each of CfA’s programs.
Provide direct support to CfA Programs
identify/develop a set of standardized tools and platforms that create efficiency and consistency for Fellow applications
coach fellows thru a lean/agile process for application development
provide expertise and perspective to Peer Network participants on prioritized initiatives
Develop and manage external partnerships and resources and establish guidelines guidelines and principles for relationships with vendors
required to enhance CfA’s core technology capability
available to help supplement CfA resource
Advance specific standards, approaches or tech environment recommendations of value to the CfA mission
create and maintain a technical strategy for fellowship projects that supports their long-term sustainability
understand city technology infrastructure and help craft a vision for city government technology to support CfA msiion
drive strategic standards initiatives in support of CfA mission (ie Open 311)
Evangelize CfA vision in a variety of public forums (conferences, public policy forums, advisory boards, etc) by finding and enabling stories of change and innovation that fit that vision
Help evaluate strategic programs and other opportunities to extend the effectiveness and sustainability of CfA applications and technology deployments
Experience building and leading technology teams
Deep understanding of modern technology principles, include lean and agile development, open platforms, and open data
5-10 years of experience leading a development team
Actively committing to open source projects
Background in work on large interrelated systems, SOA, API design.
Have lead open source projects in the past
Passion for public service, cities, and making the world a better place
Good sense of humor, reasonable ping pong skills, and a stubborn belief in what’s possible
The CTO will work full-time out of our headquarters located at 155 9th St., San Francisco, CA.
