Minimum Requirement - Primary Education :
Graduate of a college or university with a bachelor’s degree.
Minimum Requirement - Primary Experience :
Must have five years of professional experience in the administration or management of institutional activities, BHDID Central Office, community, or agency programs.
Education Substitution :
A master’s degree in behavioral health, disability or a health related field (such as human services, psychology, nursing, health administration, substance abuse, special education, rehabilitation, social work, sociology) will substitute for two years of the required experience.
Experience Substitution :
Additional professional experience in the management and/or administration of a clinical or administrative program, program analysis, financial analysis, or general administration of activities within a facility/institutional/community setting or central office will substitute for the required education on a year-for-year basis.
Description of Job Duties
This position is located within the Department for Behavioral Health, Developmental and Intellectual Disabilities. Duties include: Provides Functional supervision for preparation of mental health and mental retardation facilities’ Medicare/Medicaid cost reports, assisting in actual preparation. Prepares Central Office step-down and depreciation schedules of fixed and movable assets for use in cost report preparation. Works with auditors to review cost reports and resolve questions. Reviews audit adjustments by Medicare/Medicaid, appeals if necessary. Analyzes impact of proposed legislation and policy changes, stays current on the legislation governing cost reports. Researches issues as necessary, making recommendations as appropriate Functional supervision of mental health and mental retardation facilities’ collections, assuring collections are accurate and current. Analyzes and prepares facility revenue projections. Works with facility personnel to resolve billing and collection issues. Processes requests for refunds due to overpayment or deposit error. Works with facilities on closing schedule of accounts receivable. Bills Medicaid for Disproportionate Share Hospital payments and monitors the facilities’ continued eligibility. Coordinates submission of budget proposals and contract modifications for Appalachian Regional Healthcare. Reviews monthly invoices and monitors contract operations for fiscal considerations. Reviews contract settlements and coordinates Medicaid inter-governmental transfer issues. Responsible for annually revising administrative regulations for “per diem rate” and “ability to pay” changes. Prepares provider tax returns on a monthly basis.
