TITLE: Director of Finance (Chief Financial Officer and Treasurer)

SALARY: $110,000 - 122,645.00

The Maryland Port Administration (MPA) is an agency of the Maryland Department of Transportation (MDOT). Its mission is to stimulate the flow of waterborne commerce through the State of Maryland in a manner that provides economic benefit and homeland security to the citizens of the State of Maryland. As the public port authority in Baltimore, the MPA not only owns and operates marine terminals, but also interfaces with stakeholders across the entire public and private spectrum, including but not limited to: shipping lines, cargo interests, agents and forwarders, stevedores and terminal operating companies, the International Longshoreman Association, private terminals, federal agencies such as the U.S. Army Corps of Engineers, and city, county and state governments. POSITION DUTIES: The Maryland Port Administration (MPA) is recruiting for the position of Director of Finance. This is an executive service position serving at the pleasure of the appointing authority. The Director of Finance provides overall management, leadership, and oversight to the MPA's Division of Finance. This includes the functional areas of Accounting Services, Financial Reporting, Budget Management, Statistical and Financial Analysis, Billing Services, Customer Accounts Collections, and Procurement Services. The Director of Finance develops and implements both short and long term performance strategies for the Division of Finance to ensure operational efficiency; provides strategic planning for the MPA as it relates to all financial and budgetary management initiatives; provides guidance and oversight in all fiscal matters of the MPA's business activities within a highly competitive maritime environment; and assists the Deputy Executive Director and the Executive Director with preparation for State legislative hearings and briefings before legislative budget committees, The Board of Public Works as well as testifying in support of budget matters before those bodies, and provides financial counsel on negotiations of leases and contracts. Some travel may be required.


Bachelor's degree in accounting, finance, or other related field. Advanced educational and/or professional training in a related area (such as a CPA) is strongly preferred.

Experience: Minimum of ten (10) years of management experience, of which five (5) years must have been in an executive management capacity, to include finance management experience. Port or maritime experience preferred. Knowledge and experience with the Maryland State Financial Management Information System (FMIS) is highly desirable.
