The Pre-Award Specialist will report to the Assistant Vice President for Institutional Research and Planning/Title III Program Director. The Pre-Award Specialist must have experience with the grant writing process, Request for Proposal (RFP) literature research, and project management, prefer proven organizational planning and leadership skills, ability to work with community and county leaders in the business and education sectors. Other responsibilities include, but are not limited to: Working with the Assistant Vice President for Institutional Research and Planning/Title III Program Director in providing general direction and accountability for grant writing project; Plans, attends, and follow-up on all meetings of proposal committees meetings as needed to help institutionalize Title III and related programs to build enhanced capacity; Responsible for the Title III.ORSP newsletters, electronic and hard copy distribution, maintaining, updating and distributing RFP listings/ Establishing Pre-Awards library within office; Reviewing sponsored project proposals for the University for completeness of all required documents, full Facilities and Administration rates, obtaining required administrative approvals, and transmitting proposals to sponsors; improve processes for efficiency and redefine procedures for timely response to proposals, awards and subcontracts while maintaining a high level of regulatory compliance; Professional involvement in campus and professional organizations (NCURA, SRA, and COGR); Principal liaison between proposal writing teams and grant writing consultants; Utilize software (Excel, Access) to improve workflow and provide improved ways of collecting and reporting internal and external accounting information; assist in the compilation of data for the ORSP/Title III Annual Report; and perform other duties as assigned by the Assistant Vice President for Institutional Research and Planning/Title III Program Director.

A Bachelor’s Degree required, Master’s Degree preferred. Exceptional oral and written communication skills; excellent inter personal skills and ability to work constructively and diplomatically with faculty, upper administration and sponsoring agencies to resolve issues effectively and timely; team orientation, integrity, have flexibility within the work environment; efficiency, diplomacy and composure in multi-tasking under pressure of multiple deadlines; ability to work independently in exercising judgment and taking appropriate risks under general supervisory management; working knowledge of the Federal Acquisition Register, Office of Management, Budget Circular’s A-110 and A-21, contracting, and Word, Excel, and ability to use other databases/spreadsheets.
