The purpose of this position is to provide budget administration and technical assistance support to SIPI in order for it to meet its mission, program requirements, and operate in an efficient and cost effective manner.

As a Budget Analyst, you will:
Serve as the primary Budget Analyst for SIPI.
Perform the full range of Budget Analyst duties and responsibilities associated with the budget formulation and execution functions.
Incumbent serves on the President's Cabinet as an Advisor on budget matters. Types of funds the incumbent accounts for include: a) Federal Congressional Appropriation; b) Financial Aid and c) BIA Facility Management Maintenance & Operations
Provide advisory services and assistance to SIPI Management in the planning and development stages of the annual budget for SIPI.
Participate in and provides budget records to support long-term budget planning by SIPI management.
Encode all financial plans and modifies, as necessary, based upon the availability of funds.
Monitor obligations and expenditures throughout the execution phase of the approved operating budget to meet SIPI's financial management objectives and to avoid over/under spending in all program activities.
Review, process, and serve as the control point on all financial actions.
QUALIFICATIONS REQUIRED: Applicants must meet the qualification requirements contained in the OPM Standards . For this position, they are listed below.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
For GS-11: 1 year of specialized experience equivalent to at least the GS-09 grade level in the Federal service.
Examples of specialized experience include: planning, administering, and evaluating budget planning and operations; planning and managing strategies for budget formulation and execution; analyzing and projecting the impacts of budgetary actions on programs and objectives; and analyzing legislative and regulatory actions for potential impact on programs and resources.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
SUITABILITY & CLEARANCE REQUIREMENTS: A background security investigation is required. Appointment is subject to the successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
DRIVING REQUIREMENT: The incumbent is required to drive a motor vehicle, and must possess a valid State Drivers License. Applicants MUST submit a current GSA 3607, Motor Vehicle Operators License and Driving Record in order to receive consideration.
FINANCIAL STATEMENT REQUIREMENT: The candidate selected for this position must meet conflict of interest requirements of the Bureau of Indian Affairs (Standard Form 450, Executive Branch Confidential Financial Disclosure Report).
