Primary Responsibilities: - Coordinates proposal development activities including working with proposal writers and SMEs to draft proposals for new and existing State partners - Gathering related statistical and system-related reports, and directing the preparation of supporting documents and analyses. - Works closely with sales, product, legal, pricing, and other functions to tailor RFP responses and contractual provisions to reflect prospect's needs, company interests and appropriate resources and timelines. - Supports initial contract admin and client service in clarifying requirements and ensuring fulfillment of obligations. - Provides leadership to and is accountable for the performance of managers and/or senior level professional staff - impact of work is most often at the operational or local business unit or market level. - Review RFP and related documents furnished by the procuring agency; analyze to understand and capture specific operational, administrative and proposal requirements. - Work with the assigned C&S project/implementation manager to develop the necessary project control documents and tools for each specific project, including project assignments, schedule, team members and meeting structure, among others. - Monitor agency procurement websites for changes, addendums, amendments and other relevant documents for a particular procurement, and distribute information to the team; ensure amendments are signed and included with the proposal per agency requirements. - Work with the proposal editor to develop extensions and modifications to the C&S Proposal Style Guide required by a particular project. - Distribute work assignments to proposal team members; set team member expectations; review work; provide feedback and ensure that final product meets C&S standards and RFP requirements. - Lead team meetings associated with project, including kickoff and orientation, problem-solving, status, review and steering. - Contribute ideas regarding business solution based on own ideas, experience and research. - Leads group proposal reviews and direct approach to incorporating changes. - Ensure final document is compliant with RFP requirements, including all direct, derived and implied requirements. - Direct the proposal desktop publisher to address proposal layout and publishing issues, and to provide concepts for creating supporting graphics for proposals. - Escalate conflicts and issues to the VP, Proposal Management as required. - Ensures that work by the team is completed according to defined deadlines. - Serve as the primary contact between C&S and the agency procurement officer during the procurement. - Lead and/or facilitate final proposal production efforts, including printing, assembly, quality assurance, packaging and shipment. - Participate in ongoing continuous improvement of the C&S proposal development process. - May include responsibility for network analysis and disruption projections related to new business cases, which may require expertise in software used for modeling and geographic impact analysis.
  • Bachelor's degree preferred - 5+ years of experience leading and developing proposals and responses to RFP/RFR/RFI requests. - 3 years of related business experience in composition/preparation of proposal content, business analysis, market research and operational planning. - 3 years project team lead experience with ability to mentor and coach team members. - 7 years experience in professional and management roles within a health care administration or health care payer environment are preferred. - Excellent leadership skills with the ability to multi-task and direct project outcomes based on business objectives. - Strong Microsoft Word and Excel knowledge - Capable of managing a variety of complex projects while driving momentum on key projects. - Persuasive writing style with the ability to write succinct and compelling messages. - Excellent writing/editing/proofreading skills. - Strong communication (written and verbal) and analytical skills.. - Medicaid and healthcare experience preferred.
