Under general direction, responsible for the integration and alignment of the Enhance Health Care Value Strategy within BCBSM and with other enterprise strategies.

Manage, align, and implement a portfolio of strategic initiatives. Oversee the administration of contracts and budgets. Manage, develop, and train a team of health care managers, analysts, and project managers to plan, organize, and implement complex strategic initiatives. Maintain extensive knowledge of BCBSM policies and procedures, IT applications, system implementation and project management methodology. Involved in strategic planning for projects of high complexity and business risk. Oversee the development of business requirements, high-level plans and schedules, including goals, risks, and resources. Assist in establishing and improving project management methodologies, procedures and policies. Monitor and report metrics for significant deviations in quality, cost, or schedule. Has wide latitude in determining creative solutions to strategic and operational needs. Develop, manage, and meet client/customer service expectations. Other duties may be assigned.

Department Duties:
Develop resources and provide training for program development staff with regard to component plan, project documentation, and program development processes.

Co-lead WCMHP Quality Committee, provide quality review of component plans prior to submission to committee members and ensure annual review for all components.

Co-lead Project Oversight Committee and support strategic efforts for program development and implementation integration.

Lead management of multiple wellness and care management components by establishing project plans and objectives to ensure team goals are met.

Lead research and analysis of clinical literature, market trends and other data to evaluate existing wellness and care management interventions and make recommendations for future development.

Possess and maintain comprehensive understanding and knowledge of BlueHealthConnection components and solutions and how they integrate with


products and programs.

Lead development of wellness and care management, content and process.

Lead development of program evaluation design including specifying indicators of program success, defining the scope of the evaluation, development of methods and data collection specifications, and describing uses of cost-benefit analysis.

Assist in development of program cost-benefit analysis.Independently develop component plan documents in a clear and concise manner.

Act as a liaison between other corporate areas such as Product Development, BlueHealthConnection operations, Wellness and Care Management Consulting, Medical Informatics, Marketing & Sales and the Business Intelligence Center



Bachelor's Degree in related field required. Master's Degree in Public Health or related field preferred.

Minimum eight (8) years related experience. 12-14 Preferred

Excellent analytical, decision making, organizational, creative problem solving, verbal and written skills are required.

Ability to effectively interface with management at all levels and as well as contacts outside the organization

A high proficiency level in specific job related skills is required.
