This position is in the Management Services Directorate, Office of Community Oriented Policing Services (COPS), U.S. Department of Justice. The incumbent serves as a Supervisory IT Project Manager (Deputy Chief Technology Officer) and reports to the Supervisory Information Technology Specialist (Chief Technology Officer). You must complete/have completed a 1-year supervisory probation period. DUTIES:

As the Supervisory IT Project Manager, performs the administrative and human resource management functions relative to the staff supervised; plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance critiques. Provides advice and counsel to staff related work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Serves as the COPS technical expert on the information and technology and business applications processes for the COPS Office and is responsible for developing, implementing and overseeing business standards and technology processes for the agency. Plans and develops long-range objectives and milestones for IT projects that involve substantive, mission-oriented programs, such as projects implementing enterprise-level applications and/or changes to IT infrastructure to meet an agency's modified business processes. Manages IT projects with high complexity or risk, such as agency-wide system integrations that include large-scale enterprise resource planning. Develops and implements project management procedures, tools, templates, activities, and infrastructure.

Manages the life cycle of an information technology project from concept development through implementation; identifies customer requirements, develops technical approaches, and coordinates project resources related to project costs and schedules. Provides technical guidance to contractor counterparts on systems and documentation requirements, including problem reports and troubleshooting plans. Ensures contractor performs in accordance with established procedures and that product conforms to established specification and requirements.

Initiates and maintains contact and provides expert technical advice and guidance to contractual project managers and professionals. Serves as a senior technical advisor and/or Contracting Officer's Representative (COR). Keeps the Contracting Officer informed on progress, proposed contract modifications, validity of claims, analysis of proposals, and assessment of contract time extensions.

The Supervisory IT Project Manager conducts business process analyses and studies. Incorporates findings affecting program operations, such as financial, administrative, and/or quality control processes, into reports, requirements documents, and project or program plans. Reviews technical analyses for completeness, feasibility, and applicability. QUALIFICATIONS REQUIRED:

To qualify for this position you must meet both the basic and specialized experience requirements as defined.

Basic Requirement : You have IT related experience that demonstrates possession of each of the four competencies: attention to detail, customer service, oral communication, and problem solving. Your experience includes the following: review business requirements of customer organizations; work with other departments to establish priorities for IT projects; provide advice on and devise solutions to a wide range of IT issues; and evaluate the effectiveness of installed systems and services. -and

Specialized Experience : You have at least one full year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your skill in, and ability to 1) lead and/or manage IT systems development projects from design to support; 2) collect and analyze IT system data to assess and optimize existing enterprise architecture; 3) coordinate the installation, configurations, initialization, and maintenance for IT projects; and 4) develop design specifications for a major module or component of a new or enhanced software system.

The category assignment is a measure of the degree in which your background matches the competencies required for this position. Candidates will be ranked into 3 categories: Best-Qualified; Highly-Qualified; and Qualified.
