Skills & Experience
Master’s degree in Health Services Administration or a related area. Eight to ten years experience in rural health services administration and delivery. Requires in-depth knowledge of the rural health services delivery field and a general working knowledge of all areas in the organization.
Will have worked within an integrated finance system and managed care environment. Track record of building strong relationships with physicians, nurses and other employees. Builds strong people centered culture consistent with PHS CARES behaviors. Demonstrated track record of employee engagement and employee satisfaction.

Summary of major job functions
Top executive responsible for overall operations of affiliated regional hospitals including creating and implementing a strategic growth plan for existing and potential new markets. Coaches mentors and manages regional hospital administrators. Ensures hospitals meet financial goals. Strong people leader, creating a positive culture adhering to CARES behaviors. Builds strong relationships with local community boards and leaders, maintaining two-way communication and resolving challenging situations. Determines new opportunities for PHS/PHP and works cross-functionally with other departments to ensure these opportunities are capitalized on. Maintains and shares expertise on rural healthcare issues to include: tax support options, primary care clinics, available funding, trends, etc. Serves as the senior PHS leader and "regional representative" on a variety of PHS strategic initiatives, committees, task forces, special projects etc.

Serves as direct supervisor for affiliate regional community hospital administrators. Coaches, mentors, advises regional community administrators on strategic and operational issues.

Is accountable for the combined performance of the regional delivery system including financial, quality, patient satisfaction, employee engagement and other operational indicators.

Develops and implements a strategic growth plan for existing and potential new markets. Responds to potential opportunities outside of Albuquerque for PHS/PHP. These may include, but are not limited to, affiliation opportunities, contract renewals, responses to RFPs, PHP inquiries, etc. Coordinates as appropriate on various opportunities with other organizational elements.

Develops relationships across the state with communities, community leaders, business leaders, and others that have an interest in current or future PHS operations.
Maintains an on-going relationship with the governance leadership of each affiliated regional community so as to marshal political resources and relationships with city, county, state and national elected officials, to support the objectives of PHS.

Attends local board meetings on an as-needed basis (generally 2-4 times per year). Assists local management with developing strong boards and board relationships. Promotes and participates in regional community strategic and operational planning so as to be consistent with PHS efforts.

Serves as the “regional/rural” representative on a wide variety of PHS committees, task forces and work groups to include those with both governance and operational implications and/or function. Assumes operational responsibility for aggregate regional operations.

Represents the organization to inside and outside constituents and customers through community service, formal presentations, and marketing efforts. Must build knowledge of and working relationships with other New Mexico Hospitals and Health Systems.

Serves as primary liaison between PHS and affiliated regional communities. This involves attending meetings of the local community board of trustees, meetings of political subdivisions as may be needed, meetings with community medical staffs, etc.
