This position is in the Air Force Global Strike Command.

The mission of the Air Force Global Strike Command is to develop and provide safe, secure and credible combat-ready forces for nuclear deterrence and global strike operations to support the President of the United States and combatant commanders. IF APPLICABLE : Military service member's "Statement of Service" will be accepted up to 120 days prior to separation date IF a terminal leave form or DD214 cannot be provided. The "Statement of Service" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the Type of Discharge and Character of Service (i.e. honorable).

This is a developmental position with full potential to GS-09. The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements. All training must be completed and regulatory requirements met prior to promotion.

This position may also be filled at the Fully Qualified GS-09 level based on the qualification of the candidate.

DUTIES: Back to top GS-07 Developmental level · The primary purpose of this position is to receive training and orientation in the principles, techniques, and methods of the various personnel management areas such as staffing, and basic classification. This is a developmental position designed to progress to the target position of HR Specialist (Recruitment and Placement). Promotion to the next grade level is not automatic, but is contingent on higher level work being performed and available at the time of promotion and promotion eligibility. All training must be completed and regulatory requirements met prior to promotion to the next level.
· Under guidance of a higher graded specialist, assists in providing management advisory and resource management services to management officials, customers, and coworkers on affirmative employment (staffing) programs, basic classification, and position management.
· Under guidance of a higher graded specialist, advises employees or supervisors on design of jobs and organizations to achieve requested objectives.
· Observes and assists an experienced employee by performing routine tasks, such as reviewing basic qualifications requirements, and staffing less complex positions, obtaining and analyzing position data, preparing job descriptions, reviewing and applying procedures pertaining to employee relations, etc.
· Participates in planning and conducting the federal wage survey hosted by the installation.
GS-09 Fully qualified · The primary purpose of this position is t o serve as a Human Resources (HR) Specialist (Recruitment & Placement) at an Air Force (AF) installation with responsibility for planning, developing, and carrying out a variety of moderately complex staffing and related management advisory services for assigned organizations.
· Provides management advisory and staffing services to installation-level organizations. The organizations have a range of professional, administrative, clerical, trades and crafts, and highly technical positions.
· Advises managers and/or employees of legal or regulatory requirements, pertinent policies, procedures, and/or entitlements. Consults with and advises managers on a variety of moderately complex technical issues or problems of a sensitive nature that concern limited phases of hiring, merit promotion, priority placement, RIF and RIF avoidance program features, affirmative employment policies and procedures, and/or related legal, regulatory, and contractual requirements or entitlements.
· Serves as the HR focal point for one or more employee and management support programs . Administers one or more designated support programs or subject areas such as the Performance Management Program, the Office of Workers’ Compensation (OWCP) Program, Employee Assistance Program (EAP), the Physically Restricted Program, Unemployment Compensation, Leave and Absences, Hours of Work, etc.
· Participates in special initiatives, studies, projects, and affirmative employment activities.
· Prepares written correspondence and other documents.
QUALIFICATIONS REQUIRED: Back to top SPECIALIZED EXPERIENCE GS-07: At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent. Specialized experience must include knowledge of practical understanding of basic relationships of federal personnel management functions, theories, and technique and knowledge of, and ability to apply laws, executive orders, regulations, policies, and concepts pertaining to staffing, position classification, and equal employment opportunity.

SPECIALIZED EXPERIENCE GS-09: At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent. Specialized experience must include knowledge of a wide range of commonly used and standard recruitment and placement principles and practices and of the occupational design of positions within assigned organizations to analyze position requirements and to decide upon and apply a standardized recruitment strategy. Knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and moderate complexity.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-07 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

GS-07 Developmental level

1. Working knowledge or practical understanding of basic relationships of federal personnel management functions, theories, and techniques.

2. Basic knowledge of and the ability to apply laws, executive orders, regulations, policies, and concepts pertaining to staffing, equal employment opportunity, and classification.

3. Knowledge of management and the installation's missions and objectives and the implications on personnel programs.

4. Skill in written and oral communication to present issues and recommendations.

5. Ability to communicate effectively with others, both orally and in writing.

6. Ability to gather facts and use effective, analytical and evaluative methods to accurately assess information and make sound decisions.

GS-09 Fully qualified

1. Knowledge of a wide range of fundamental Federal HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques.

2. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them. Knowledge of the functional relationships between HR specializations.

3. Skill in applying a wide range of established, fundamental principles, provisions, laws, regulations, practices, and techniques of staffing at an AF installation or work within established parameters.

4. Skill in troubleshooting and resolving moderately difficult problems associated with providing recruitment and placement advisory services on well-precedented and/or recurring issues and problems.

5. Ability to gather and analyze facts, draw conclusions from information, and communicate information clearly, orally and in writing.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
