Position will be located at the Division Office in Edenton, Chowan County. This position will work jointly with the Division Bridge Program Manager and the Division Bridge Maintenance Engineer in order to ensure that appropriate bridges are picked for replacement and to ensure that we are performing the correct maintenance and/or system preservation activities on bridges at the appropriate time. Assist in determining what needs will be handled by contract. Prepare contract proposals, prepare environmental documents, estimate project costs and duration. Responsible for the administration and inspection of bridge maintenance contract projects, including maintaining project within schedule and budgetary guidelines, ensuring compliance with specifications and monitoring compliance with erosion and sedimentation control procedures and environmental permits and regulations. Prepare project correspondence and maintain project milestones in scheduled tracking system. Assist Division Bridge Program Manager and Bridge Maintenance Engineer in ensuring the successful delivery of the Division's work plan.

Knowledge, Skills and Abilities / Competencies:
Thorough expertise and understanding of concepts, practices, and theories used in bridge maintenance and construction area; ability to serve as technical expert while independently accomplishing assigned task. Thorough knowledge of state and/or federal rules and regulations for specific program area, to ensure compliance and provide guidance/interpretation. Assist in the creation and administration of Bridge Maintenance Purchase Order Contracts, Small Business Enterprise Contracts and the Force Account Program. Ability to perform work of considerable complexity, intricacy and detail. Safety toe footwear is required. Valid NC Driver's License is required.

Minimum Education and Experience Requirements:
Associate's degree in the assigned discipline; or equivalent combination of training and experience. Some positions may require certification. All degrees must be received from appropriately accredited institutions. . . .
