DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Conduct on-site interviews with City contractors, vendors and service suppliers to monitor compliance with contract regulations. Compile data and prepare periodic reports as requested. Audit certified payrolls to verify payment of prevailing wage rates. Enforce Davis-Bacon Act/Labor Standard Provisions to ensure compliance. Conduct pre-bid/construction conferences to inform sub-recipient about municipal, state and federal regulations involved in construction projects. Perform administrative duties in reviewing and investigating compliance with specific sections of contractual agreements according to regulations established by municipal, state and federal codes. Monitor Minority/Women Business Enterprise utilization on City contracts. Compile data and perform regular and periodic reports. Perform other duties as requested.
There is only a slight source of discomfort from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with situations where occasional exposure to office chemicals and/or periodic use of a video display terminal is required.
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor’s degree in Business Administration, Public Administration, Liberal Arts or a related field.
MINIMUM EXPERIENCE REQUIREMENTS
Some construction experience is helpful, but not required.
MINIMUM LICENSE REQUIREMENTS
Valid Texas Driver’s License and compliance with the City of Houston policy on driving (AP 2-2).
Experience in monitoring construction projects for compliance involving municipal, state and federal regulations is preferred. Excellent communication skills oral and written and ability to use Microsoft Office Software (Word, Excel, Outlook and Access) are preferred.

Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification. The salary range for this position is:
Salary Range - Pay Grade 18
$ 1,348 – $ 2,075 Biweekly $ 35,048 - $ 53,950 Annually
