This position reports to Training Systems & Government Services(TS&GS).

Level 2 - Participates in the evaluation and development of business cases for technical solutions, manufacturing approach, capital investment decisions and schedule alternatives affecting future cash flow, earnings, market share and competitiveness. Develops less complex estimates from technical requirements through the design, build and support stages of the program. Participates in the statistical analyses to identify opportunities, risk and mitigation plans. Participates in the evaluation of requests for proposal.

Level 3 - Evaluates and develops business cases for technical solutions, manufacturing approaches, capital investment decisions and schedule alternatives affecting future cash flow, earnings, market share and competitiveness. Develops estimates from technical requirements through the design, build and support stages of the program. Performs statistical analyses to identify opportunities and risk and mitigation plans. Evaluates pricing instructions, special clauses, evaluation criteria, contract terms and conditions and work breakdown structure, included in a Request for Proposal.

Basic - General knowledge of pricing methods (e.g., cost based, fee based, value based, comparative based, market based pricing) to assigned task.

Basic - General knowledge of the responsibilities and tasks performed by various procurement departments/disciplines.
