The Johns Hopkins Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking a Section Supervisor, IT Facility/Applications Section.


Lead a section of IT professionals in the Applications Services (IAS) Group of the Information Technology Services Department (ITSD), taking responsibility for all aspects of career development and performance management. Provide mentoring and guidance for skill development for section staff. Contribute to the operational support of a portfolio including multiple Computer Aided Facilities Management (CAFM) or Integrated Workplace Management Systems (IWMS) currently in production.

Provide operational support for production applications. Assist with the prioritization of enhancements/fixes, responding to user support requests, monitoring service metrics and supporting communications with user community. Work as individual contributor on operational support tasks. Lead the Facilities Applications Section in IAS. Actively participate in hiring processes, mentoring and guiding staff growth, providing feedback and addressing performance issues. Ensure work assignments are consistent with staff development plans and operational/project needs. Participate as a member of the groups management team. Serve as project leader/manager responsible for projects to maintain, upgrade or replace applications in production or implement new applications. Support established project methodologies as defined by Program Management Office. Lead and mentor teams to complete tasks on time, managing the scope and quality of project deliverables and final products. Coordinate across multiple organizations to provide appropriate team resources. Support and contribute to the ongoing enhancement of service management/operational support and system development methodologies and processes.


Required: Bachelors degree in Computer Science, Information Technology or related field or equivalent years of software development work experience. At least five years of application development work experience, including two years experience with large scale IT projects and two years of operational support. Strong application engineering skills - analysis, design and development. Hands-on experience using procedural languages in general and PL/SQL in particular, for server-side development in the Oracle environment. Familiarity with object-oriented development, including Java development, and experience with Web development including familiarity with HTML, Javascript, CSS, etc. At least two years of experience as a direct supervisor (line manager): experience with staff performance management & ability to resolve conflict, negotiate resources, provide career guidance and lead by example. Detailed knowledge of and hands-on experience with the full software development life cycle. Ability to function in a team environment as a team lead and as an individual technical contributor. Capable of making difficult decisions. Excellent written and verbal communication skills with presentation experience. Ability to interface well with all levels of staff, technical and non-technical. Strong multi-tasking and analytical skills.

Desired: Two years experience with computer aided facilities management (CAFM) or Integrated Workplace Management Systems (IWMS). Familiarity with IT Service Management (ITSM) and software engineering development best practices (e.g., ITIL, CMM). Hands-on experience in Oracle development tools and web development tools.
