Position Overview:

The implementation manager is responsible for managing and directing complex departmental and enterprise wide projects through facilitating the development of key deliverables, overseeing resource allocation, and the management of project resources, requirements and timelines. With the primary focus being to ensure projects are delivered on time and on budget.

The position requires a bachelor's degree and at least 5 years of experience in project management or in a related area. Relies on extensive experience and judgment to plan and accomplish goals. The implementation manager will perform a variety of tasks to meet define project goals as outline below. The implementation manager will lead and direct the work of others within the context of the project deliverables. A wide degree of creativity is required ensure teams meet objectives through prioritized tactics.

Working Relationships:

The Implementation Manager will report to the CIO and forge impactful relationships with various departmental managers and external vendors.

Key Tasks and Responsibilities:
  • Self motivated and capable of managing multiple priorities and tasks as delegated
  • Interviewing skills, to talk with individuals and groups about their needs and ask the right questions to surface essential project delivery information
  • Listening skills, to understand what people say and to detect what they might be hesitant to say
  • Analytical skills, to critically evaluate the information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a more general understanding, and
  • Facilitation skills, to lead key project meetings; e.g., project charters, project status, issue resolution, project delivery adjustments, etc.
  • Writing skills, to communicate information effectively to customers, marketing, managers, and technical staff
  • Organizational skills, to work with the vast array of information gathered during project definition phase as well as to cope with rapidly changing information once a project is in flight
  • Interpersonal skills, to help negotiate priorities and to resolve conflicts among project stakeholders (such as stakeholders, system analysts, designers, developers, etc.) with diverse personality types
  • Logistical skills to coordinate the delivery of multiple system features that will meet the businesses speed to market requirements without compromising on the technical integrity of the solution
  • An understanding of project management principles and management practices and the ability to apply them in practice
  • An understanding of how to manage a few large projects while providing portfolio management support to Information Systems
  • Knowledge of various software development lifecycle approaches and what situations to apply the approach.
  • Application domain knowledge is a plus, to have credibility with user representatives and be able to work effectively with them
  • Development domain knowledge is a plus, to have credibility with development representatives and be able to work effectively with them
  • An understanding of project management principles and management practices and the ability to apply them in practice
  • An understanding of how to manage a few large projects while providing portfolio management support to Information Systems
  • Knowledge of various software development lifecycle approaches and what situations to apply the approach.

Minimum Requirements:
  • Work with the project sponsor to identify project stakeholders, document the product’s vision and the project’s scope in collaboration with senior management and stakeholders
  • Balance work in progress levels, backlog prioritization and management
  • Plan and schedule project timelines and milestones using appropriate tools
  • Track and communicate progress using natural language simply, clearly, unambiguously, and concisely with a focus on milestones and key deliverables
  • Ensure teams are practicing principles of collaboration, prioritization, team accountability and visibility
  • Identify and remove impediments and prevent distractions
  • Conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements
  • Develop best practices and tools for project execution and management
  • Ensure all necessary compliance procedures are followed related to System Development
  • Work with Information System management to ensure project portfolio is update timely and accurately
  • Ensure System Change Requests are appropriate slotted in the overall project portfolio
  • Feedback from business owner on overall product quality and effectiveness in production of the requirements after the product has been developed
  • Feedback from key customer representatives on the way in which the project was conducted
  • Customer satisfaction measures
  • Satisfying or exceeding project development schedules, resource constraints, and quality goals
  • Control of project goal creep attributable to missed deliverables and leakage of “unofficial” deliverables into the project
