Perform difficult professional auditing work by independently conducting field audits of governmental books of accounts and records or those of business entities, regulated public utilities and transportation firms, etc.; may supervise a small group of lower-level auditors as a project leader on less complex cases; and perform other related duties as assigned.
Minimum Qualification Requirements:
Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified. Please note that unless specifically indicated, the required education and experience may not be gained concurrently. Your possession of the required amount of experience will not in and of itself be accepted as proof of qualification for the position. Overall paid or unpaid experience must be of such scope and responsibility as to conclusively demonstrate that you have the ability to perform the duties of the position. Note: Your calculation of experience must be based on full-time, 40-hour work weeks. Part-time experience must be pro-rated. Example: Twelve months of experience at 20 hours/week is equivalent to six months of experience, not one year. Also, hours worked in excess of 40 hours/week will not be credited. Example: Twelve months of experience at 60 hours/week is equivalent to one year of experience, not one and a half years.
To qualify, you must meet all of the following requirements:
Education: A bachelor's degree from an accredited four-year college or university with at least 12 semester credit hours in accounting and/or auditing subjects.
Specialized Experience: Three years of progressively responsible professional auditing experience requiring the knowledge and application of generally accepted professional accounting and auditing principles, standards, theory and practices for the purpose of analyzing and interpreting accounting books, records, or systems.
Non-Qualifying Experience: The following types of experience will not be accepted as the professional experience required for these positions:
A. Positions where the duties did not require full professional knowledge and application of generally accepted accounting principles or auditing standards;
B. Accounting or bookkeeping operating machines;
C. Minor accounting or clerical positions (e.g., time, leave, payroll, voucher, examining, etc.);
D. Office managers or owners of a business who supervise accountants, auditors or bookkeepers but do not participate in the accounting or auditing work with responsibility for its technical adequacy.
A. Substitutions for Experience:
1) A bachelor's degree in Accounting (BAcc) or a bachelor's degree with accounting and/or auditing coursework equivalent to a bachelor's degree in accounting from an accredited college or university may be substituted for the Education requirement and one year of the Professional Auditing Experience.
2) A master's degree in Accounting (MAcc) or a master's degree with accounting and/or auditing coursework equivalent to a master's degree in accounting from an accredited college or university may be substituted for the Education requirement and for one year of Professional Auditing Experience.
B. Substitutions for Education: The following types of experience may be substituted for Education on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of knowledge, skills and abilities comparable to those acquired in four years of successful study while completing a college or university curriculum leading to a baccalaureate degree which included 12 semester credit hours in accounting/auditing subjects.
The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.
1) Professional, analytical, or administrative experience which did not require the knowledge and application of accounting and/or auditing principles and practices, may be substituted for the Education requirement on a year-for-year basis, providing the applicant can show that he/she has successfully completed at least 12 semester credit hours at the baccalaureate level in accounting and/or auditing subjects from an accredited college or university.
2) Professional accounting or auditing experience.
3) Responsible experience which involved maintaining general journals, general ledger accounts, and related books and accounts; and preparing balance sheets, profit and loss statements, and related accounting and financial reports. Experience of this nature may be gained by employees performing duties as a principal bookkeeper, or other responsible work requiring the preparation and/or analysis of financial statements and accounting reports.
4) Any combination of the above.
Tax Experience: Some positions require professional work experience which involved the application or interpretation of State and Federal tax laws, which demonstrated possession of a working knowledge of: State and Federal tax laws, including General Excise, Use, Net Income, Public Service Company and other tax types administered by the State Department of Taxation; Hawaii Revised Statutes regarding administrative procedures in the application of the Tax Laws of Hawaii; and tax research methods; and the ability to: independently conduct field audits of individuals, partnerships, fiduciaries, and corporations which involve complex issues and transactions in order to determine the proper application of the tax laws.
Note: This experience may have been gained as a part of the required three years of specialized experience or in a separate capacity. Possession of a Certified Public Accountant (CPA) Certificate obtained through written examination may NOT be substituted for the required professional Tax Experience described above.
License: A valid driver's license is required for some positions. For those positions requiring a driver's license, you must possess a valid driver's license at the time of appointment.
