Under the administrative direction of the commissioner, at the advanced level, manages the daily operations, processes, and policies to support sustained tax administration to include improving tax administration by providing management reporting and project planning programs. Serves as project manager for agency initiatives. Through managerial, professional, technical, and clerical staff, the incumbent will oversee, plan, develop, and execute the business activities and special programs of the department that have a department-wide impact. Supports the executive office and division directors with expertise in financial analysis, business operations, and management programs. Engages in a sustained effort to align department resources with executive office priorities; conducts cost/benefit analyses to ensure the department's resources are being used with optimum efficiency. Responsible for planning, policy development, direction, coordination, and administration of the operation of a major program component in the area of human resources and budgeting; will direct Tax's 10 division directors in the budget planning process and monitoring cash flow. Serves as the information security coordinator for the Tax Department; serves as the central contact point for any information security issues, including breaches. Will spearhead the agency's response to information security incidents and ensure that any investigation is conducted in a timely manner, and that the issue is resolved timely and appropriately. Plans and implements programs for the training of professional, technical, and clerical staff in Gentax and other tax administration programs. In addition to these duties, this position will oversee the operations division of the tax department. In this role, the position plans, manages, and directs four major administrative functions for the department, office of the cabinet secretary, municipal bond commission, and state budget office: 1. Budget and accounts payable, fixed assets, and inventory; 2. Human resources, payroll , employee benefits , and training; and 3. Purchasing and procurement; and 4. Information security coordination . this work is accomplished through a staff of fifteen professional and clerical employees, including direct supervision of three subordinate managers and one secretary. The three subordinate administrative services managers oversee the preparation of complex purchasing, budgeting, accounts payable, fixed assets, inventory, human resources, payroll, and employee benefits . develop, administer, and evaluate programs, policies, and procedures in the area of responsibility and recommend to upper management on the effectiveness, efficiency, and future enhancement of the operations division. This position requires excellent writing, verbal, and personnel communication skills as well as organizational skills and experience handling multiple tasks successfully in a professional manner.
