DUTIES:
The Associate Solicitor for Management and Administrative Legal Services (MALS) is responsible for providing a complex array of legal, management and administrative services on behalf of the Office of the Solicitor (SOL).

The incumbent facilitates SOL operations through the provision of advice and guidance relating to governmental and departmental administrative, budget and human resources mandates.

The Associate Solicitor for MALS is responsible for overseeing the division's responsibility for representing DOL personnel in contract and grant appeals, disclosure and EEO and labor relations matters, as well as providing legal services relating to numerous procurement related statutes and appropriation matters.

The incumbent performs a variety of administrative functions which include (1) directing SOL policy in the areas of financial management, budgeting, evaluation, human resources, and training; (2) providing guidance and support to SOL managers in strategic planning, personnel management, fiscal planning and other administrative responsibilities; (3) implementing SOL-wide litigation support efforts; (4) developing guidance in the areas of telecommunications and space utilization, records management, file maintenance, disclosure, telework, and travel; (5) designing and implementing a comprehensive IT program, including assessing vulnerabilities and installing internal controls; (6) planning and administering, as the SOL contract administrator, all SOL procurement activities; and (7) serving as the SOL liaison to OASAM, OCFO, DBC and other departmental agencies on matters relating to strategic planning, administration, management, competitive sourcing and litigation support.

The incumbent also provides legal advice and services department-wide relating to important issues arising under, among other laws, the Freedom of Information Act, Paperwork Reduction Act, Federal Advisory Committee Act, Administrative Procedure Act, and procurement and appropriations laws.

The Associate Solicitor directs a staff of approximately 24 attorneys and 2 paralegals, and 30 administrative personnel, including budget, program and management analysts, as well as personnel, information technology, litigation support and labor relations specialists, and support staff, and oversees 9 contract staff.

QUALIFICATIONS REQUIRED:

MANDATORY TECHNICAL REQUIREMENTS (MTQs) : In addition to the ECQs above, qualified applicants must possess the following three (3) technical qualifications which represent the experience required to perform the duties of this position. Proficiency in these technical qualifications MUST be clearly evident in your resume. MTQs include: 1. Knowledge of relevant or comparable areas of law as demonstrated by significant federal court or administrative trial litigation, or significant advice functions, or comparable experience. 2. Demonstrated ability to identify, analyze, and resolve novel and/or complex legal issues having significant policy and programmatic implications. This includes the ability to effectively present such issues, orally and in writing. 3. Successful experience in managing and leading a legal office, component or significant team; demonstrating competencies such as effective recruitment and development of staff, efficient use of human, fiscal, informational and material resources, effective internal and external communication, problem solving and decision making.

Applicants must have and submit documentation of a professional law degree (L.L.B.,J.D.,LL.M) from an accredited U.S. law school and active membership in good standing in the bar of the highest court of a state or the District of Columbia.

Candidates must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).

The Department of Labor does not recognize academic degrees from schools that are not accredited by an accrediting institution recognized by the Department of Education. Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.
