The purpose of this position is to monitor and direct the change management program of the City’s Quality of Life Improvements in order to enhance the effectiveness and efficiency of operations, construction of new physical structures, management processes and systems, and customer service.

Examples Of Essential Duties:

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Duties include, but are not limited to: monitoring or directing productivity studies; overseeing and directing collective reviews of operations structures and management systems; directing special projects; preparing productivity information and workload evaluations; supervising the city-wide implementation of results of process reviews designed to improve the Quality of Life Program and serving as principal spokesperson to a variety of stakeholders concerning the City’s operations and productivity.

Administrative Duties:

Monitors and evaluates teams of consultants, city employees and other stakeholders in conducting operational reviews and productivity studies for efficiency; directs the compilation and presentation of reports detailing findings and suggested recommendations for improvements to appropriate managers; insures follow through for proper and effective implementation.

Directs, monitors, and oversees the construction of physical transportation infrastructure through the City’s Quality of Life Improvements Program through engineering design and construction. Assures progress and schedule for timely completion of projects within budget..

Monitors, directs and evaluates the results of special projects such as compliance with management audits, process analysis, consultations and assessments; responsible for developing and scoping projects such as the sidewalk, public plazas and green space, public streets, bridges, viaducts, and public traffic control device programs.

Directs and evaluates the preparation, presentation, and maintenance of documentation on process analysis findings, training manuals, policy and procedure manuals, flow charts, implementation plans, milestones, progress charts and graphs; directs corrective action to insure high quality outcomes.

Reviews, monitors, and evaluates operational activities and recommends actions which change organizational culture, physical structure, staffing allocation or other dynamics to insure optimum utilization of the department's resources.

Ensures all stakeholders have the opportunity to voice concerns regarding desired outcomes, processes, requirements and other issues necessary to have successful project support.

Reviews the utilization of various financial flow charts, statistical reports, and management reports for the purpose of analyzing and compiling studies or recommendations.

Upon request, may perform executive review of special projects. Provides executive review of ordinances and legislative papers as needed to support improvement initiatives.


Approves communications plans and works with key stakeholders, including City departments, City Council, civic organizations and other governmental entities to insure communication of all project review activities.

Directs response to public inquiries and questionnaires concerning operational efficiency and the progress of operational and management reviews.

Directs communication of project results and recommendations to the Mayor, Council Members, Department Heads and others as appropriate.

Planning and Organizing:

Plans and organizes monthly work goals of subordinate staff. Plans and schedules short-term projects, directs strategic planning for long term projects and milestones. Meets established deadlines.

Productivity and Accountability :

Ensures that subordinates maintain high standards of accuracy in performing assigned duties and responsibilities.

Exercises short-term and long-term remedial action to correct any deficiencies that occur in areas of responsibility.

Develops and manages project implementation on an on-going basis.

Employee Development :

Manages training of staff to maintain knowledge of professional developments.

Quality Assurance :

Ensures that communication and interaction with all stakeholders is maintained.

Monitors and reviews technical advice and follow-up work to ensure recommendations are implemented in a manner, which will maximize efficiency and productivity.

Typical Qualifications:

Minimum Qualifications:

Master’s degree in Business/Public Administration, Public Policy or related field and at least five years of process review management, public policy or organizational consultation experience in the area of Civil Engineering, Project Development / Management, Industrial Engineering; or an equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this position is required !

Has considerable knowledge of change management, process management, organizational development and change, policies and procedures as necessary in the completion of daily responsibilities. Ability to develop and administer organizational reviews, plans and activities, and to monitor performance of operations against measured established goals. Ability to develop and administer operations and staff plans and objectives for expediency and effectiveness of specific duties. Ability to develop and implement long-term goals for the City. Ability to keep abreast of any changes in policy, methods, operations, budgetary and equipment needs, etc. as they pertain to City operations and activities. Is able to effectively communicate and interact with elected officials, management, employees, members of the general public and all other groups involved in the activities of the City. Ability to assemble information and make written reports and documents in a concise, clear and effective manner. Has organizational, management, human relations, and technical skills. Ability to use independent judgement and discretion in handling emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems. Ability to comprehend, interpret, and apply regulations, procedures, and related information Ability to handle mathematical calculations. Knowledgeable and skilled in the use of technology .
