DUTIES: Back to top · The primary purpose of this position is to serve as a professional engineer and systems engineer for assigned program(s) and projects. Performs work to plan, analyze, and evaluate engineering and technical efforts used to define total training systems/subsystem requirements, translate requirements into design criteria, evaluate alternative design approaches, and develop system specifications in the area of aircrew training device simulation and acquisition/test and evaluation.
· Performs professional engineering work in support of the acquisition, development, test or sustainment of training systems, subsystems, and/or support equipment. Plans and carries out assignments for projects concerning aircrew training device simulation, test and evaluation which entail a variety of complicating factors, interaction with other engineering specializations, and consideration of the lifecycle of systems.
· Develops system performance requirements, objectives and integration, and the estimation of time and resources for system design, development, test and support. Applies a broad knowledge of the field of electronics/aerospace/simulation engineering and a thorough knowledge of the functional area to accomplish complex engineering projects for which existing guidelines may not be sufficient or applicable to the assignment.
· Performs analysis and uses systematic, disciplined, and quantifiable approaches to implement, develop, and document projects. Evaluates and recommends procedures and innovative techniques and methods to achieve goals. Performs development engineering for systems and devices. Utilizes diverse engineering practices and techniques to anticipate project needs, modify priorities, and administer a structured process from concept to production, operation, and disposal.

QUALIFICATIONS REQUIRED: Back to top SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent. Specialized experience must include b road professional knowledge of a wide range of electronics/aerospace/computer simulation engineering theories, concepts, principles, standards, and methods sufficient to determine and/or execute actions for a wide range of assignments involving combinations of complex features. Knowledge of engineering standards and methods to formulate, execute, advise on, and explain recommendations or solutions to modify standard practices, equipment, devices, processes, and techniques and resolve a wide variety of complex problems.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply engineering theories, principles, and concepts to system design, architecture, and integration.

2. Knowledge of systems engineering issues and best practices sufficient to plan, design, test, troubleshoot, evaluate, and oversee the development and/or sustainment of training systems, subsystems, and/or support equipment.

3. Knowledge of other engineering disciplines and standard acquisition regulations, practices, and procedures.

4. Ability to analyze data and establish requirements for technical objectives and characteristics.

5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies.

6. Ability to use computer applications in support of planning, designing, analysis, and reporting.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT :

1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

2. The work may require the employee to drive a motor vehicle. An appropriate, valid driver’s license may be required for the position.

3. Must be able to obtain and maintain a Top Secret Clearance.

4. May occasionally be required to work other than normal duty hours.

5. This is a drug testing designated position. The incumbent is subject to random testing for drug use.
