Whiting Role synopsis Accountable for the project controls, supply chain management on the Whiting Refinery Modernization Project (WRMP). Key accountabilities Project Controls
Provides and maintains project controls for the overall project, specifically schedule and cost performance.
Leads all activities with respect to cost management and planning for the project.
Leads Project Controls functional objectives and initiatives.
Ensures the quality and consistency of Project Controls work produced by individual project pillars
Develops and ensures implementation of WRMP project controls plan and procedures
Responsible for the standard compilation of costs and schedules of multiple projects which comprise a mega project
Responsible for the overall master WRMP cost and schedule analysis and forecast and supporting tools
Responsible for development of WRMP overall cash flow forecasts for capital budget submission.
Responsible for cost and schedule benchmarking and risk analysis
Responsible for competency of project controls staff
Responsible for ensuring appropriate staffing of the project management team and other area project controls
Ensures adequate controls are in place prior to expenditures of labor, material and construction equipment.
Ensures availability of timely reports and data to support project decision making.
Provides leadership and coordination to Project Controls activities including planning/scheduling, estimating, cost control, progress measurement, resource planning, cost and schedule risk management and cost and schedule assurance
Implement and staff site based invoice payment plans
Coordinates Project Controls plans with Whiting Business Unit project controls plans for shared, joint, and cross delegated projects
Supply Chain Management
Provides strategic direction for project-wide procurement
Assures that Contracts and Purchasing strategies/plans support Project/Program Execution Strategies and align with BP corporate policies
Supports and provides leadership on WRMP Program Goals and Strategies Essential Education Required
Bachelor’s degree; preferred to have been in engineering or construction management
MBA Essential experience and job requirements Required
Multiple years experience Managing people
Multiple years experience Managing Cost controls
Experience in the development of project measurement devices
20 years in project controls, including on mega projects ( >$1 billion)
Experience overseeing procurement activities and personnel Desirable criteria & qualifications Knowledge of scheduling, estimating and risk analysis tools (Primavera, ICARUS, Monti Carlo, etc.)

The BP Whiting Refinery is located on the south-western shore of Lake Michigan and the Indiana Harbor Ship Canal in the communities of Whiting, East Chicago and Hammond, Indiana. Whiting Refinery is the second largest refinery in the BP refining system, and the 6th largest refinery in the United States. Operations began in 1889, prior to the advent of the automobile.
Today, BP is investing several billion dollars in Northwest Indiana to modernize its Whiting Refinery for the processing of heavier crudes. The modernization is essential to the long-term viability of the refinery, and includes well over a billion dollars in environmental improvements. BP Whiting Refinery employs thousands of full-time employees and contractors. The Whiting Refinery Modernization Project is employing thousands of additional contractors. The modernization project will provide for greater energy security in the Midwest, as conventional supplies of the lighter crudes diminish, and are replaced by heavier crudes.
