Job Description:

The Subcontract Program Manager will be responsible for the overall subcontract management activities associated with subcontracts on assigned program(s) associated with TYP2 Programs. The SCPM is a member of the overall Subcontracts and Program Management team. This individual will be responsible for managing the overall performance and reporting of Subcontractor(s) to support the achievement of prime contract requirements and program goals. In this role, the SCPM will execute subcontracts, providing the leadership of SMT, formal communications and direction required through the life of said subcontracts thru close out. The SCPM is an integral member of the Subcontracts Management Team, responsible for managing multiple major subcontracts simultaneously.

Specific responsibilities for the Subcontract Program Manager include:

Managing Subcontractors to meet all subcontract requirements including cost, schedule, technical and quality requirements.

Oversight of manufacturing progress, tracking of key performance metrics, providing risk assessment and mitigation to schedule
·
Reporting to PMO and ISC for daily, weekly and monthly reviews
·
Supporting contract negotiations & definitization, including all change order and close-out activities
·
Sales forecast planning and execution
·
Cost controls, including adjudication of CNs, cost impacts, etc…
·
Development of Subcontractor Statement of Work and other CBT subcontract activities.
·
Leading the development of and compliance to Subcontract management plans.
·
Ensures effective application of Program Management tools in the development of subcontractor requirements including EVMS, IPDS, and Risk /Opportunity Management.
Basic Qualifications:
·


Minimum of 8 years subcontract management experience with a minimum of 8 yrs related business experience
·
Ability to travel (Domestic and International).
·
Experience with DOD procurements.
·
Program Management experience
·
Experience with financial analysis and reporting.
·
Experience in performing cost analysis and negotiation of major subcontracts.
·
Computer experience with MS Office (Word, Excel, PowerPoint, Project).
Required Education (including Major):
·


BS/BA degree in engineering, business, finance or supply chain or any other related field.
·
Program Management certifications or equivalent
Desired Qualifications:
·


Experience with international procurements.
·
Experience with Cost reimbursable and incentive fee subcontracts.
  • Experience with Manufacturing and use of continuous improvement tools such as lean and six sigma.
  • Experience with EACs and EVMS

  • Background in risk and opportunity management.
    ·
Master’s degree in Business.
·
Working knowledge of FAR and DFAR.
