Summary of Duties:

Oversee a team of software developers that design, construct, and test high quality software for National Flood Services (NFS). Focus on software development on the IBM iSeries (System i) platform using the RPG language and IBM DB2 database. Responsible for and accountable to plan, lead, assign, supervise and control activities related to software design and development. Mentor technical staff in design and development processes, hold regular technical meetings and participate in regular one-on-one meetings and internal teams/task forces. Responsible for producing regular progress reports of all software development activities to management. Communicate and cooperate with the software development team members, program management, business analysis, and quality assurance teams. Establish development standards and lead team members to produce software within those guidelines. Reports to and works with the Director of Software Development to define and implement the software development standards used on all platforms within the IT Group. Ensure that all members of the development team adhere to the defined software development standards. Provides management of staffing, pay and performance issues.


Bachelor’s degree in Computer Science, MIS or related field plus 5 years of progressive experience in the job offered or as a Consultant, Product Manager/Leader, Systems Designer/Architect/Analyst, or related. 7 years of progressive experience will be considered in lieu of the Bachelor’s degree and 5 years requirement. Demonstrated knowledge or experience with custom software analysis, design and construction, developing applications using the RPG programming language, developing applications using IBM’s DB2 database, manage project efforts compatible with NFS’ software development life cycle (SDLC), understand the complete software development process, facilitate JAD and /or other types of information gathering sessions required.
