Reports directly to the Executive Director (Agency Head). As the Authority’s Treasurer /Chief Financial Officer (CFO), leads and manages the development of innovative approaches to transportation financing. Responsible for day-to-day management and coaching for Accounting, Auditing, Internal Control, Financial Operations, and some administrative functions. Oversees financial policy and financial activities, and supports the Authority’s programs and responsibilities. Identifies, develops, and deploys policies for financing planning strategies. Ensures that essential partnerships are identified and sustained. Ensures that daily and long-term financial controls, protocols, and objectives are created and maintained in order to accomplish SRTA’s mission and vision.

Agency Specific Qualifications and/or Preferred Qualifications: Minimum Qualifications:
Qualified applicants must possess a Bachelor’s degree in Finance, Accounting, Business Administration, or a related field, and a minimum of 10 years of relevant experience, four of which must have been in a management role. Qualified applicants must possess strong budgeting, planning, and reporting skills. In addition, the applicant must possess strong knowledge of GAAP and governmental funding regulations and requirements. The position requires strong written and oral communication skills with the ability to express ideas and facts to groups and individuals effectively. Applicants should have experience working in an entrepreneurial environment.

Preferred Qualifications:
Master’s degree in finance or related field and CPA certification are preferred. Five years of experience or more in a financial leadership role. Bond experience including proper application of bond proceeds to ensure compliance with all federal securities tax laws, including spend-down requirements and arbitrage regulations. Experience in linking financial solutions to transportation infrastructure strategy. Knowledgeable of the financial functions and practices of highway, tolling, and transit programs.
